Mr. Speaker, we understand how important bus transportation is to remote, rural and indigenous communities. That is why the second we learned about Greyhound's decision to withdraw from western Canada, the minister began working with private partners and the provinces. We have come to the table with funding for the provinces, but if the premiers of Saskatchewan and Manitoba are not willing to sit down, then they are leaving their own residents out in the cold.

Madam Speaker, since I just gave two answers about the lobster decision, I think we should talk about the Arctic surf clam.The member opposite knows full well that if we go back in time to three years ago, the previous government went through a process that was exactly the same as what is going on now, except for the fact that the Conservatives forgot to include indigenous people. We are proud that our robust process included indigenous people and that we selected the best proposal to benefit the most Atlantic Canadians, including indigenous people from five provinces.

Again, Mr. Speaker, these claims are completely unsubstantiated.The fact is that a new participant in the surf clam fishery should be no surprise to the previous Conservative government. It conducted a very similar process about three years ago to include a new entrant into the surf clam fishery. The only difference was that it forgot to include indigenous people. We of course have not forgotten. We are focusing on the fact that the best proposal was selected that would advantage the most number of people from Atlantic Canada and Quebec.

Mr. Speaker, as we have stated, these allegations are absolutely false, no matter how many times the Conservatives restate them in the House. The fact that there is a new participant in this fishery should be no surprise to the Conservatives. They started a similar process three years ago. The only difference was that they forgot to include indigenous people. Our government is proud of the fact that we had a robust process that picked the best group that is going to make sure it benefits the largest number of Atlantic Canadians, including five indigenous nations from four Atlantic provinces and Quebec.

We are actively engaging with our partners in the provinces and territories, with indigenous people and people in industry.Also, we can all be proud in British Columbia of the most recent marine protected area, the Hecate Strait and Queen Charlotte Sound glass sponge reefs MPA, that was designated just this year.

Mr. Speaker, as I stated in the House many times, these claims are completely unsubstantiated. The fact that there is a new participant in the surf clam industry should not be a surprise. As the member just stated, the Conservatives went through a similar process. The only difference, both in fact and opinion, is that they did not include indigenous people when they went through their process. We are proud of our robust process that allowed us to pick the best expression of interest to ensure that the highest number of Atlantic Canadians and people from Quebec benefited from this decision.

Mr. Speaker, the minister has made it clear to everyone in this House that rail safety is his number one priority, and that is why he has taken action to invest in the sector, to advance regulations and to ensure that we are continuing to improve safety. On behalf of everyone in this House, our hearts go out to the family members who were affected by these horrible incidents. We are taking action to make sure that no family has to suffer that kind of incident ever again.

Mr. Speaker, our thoughts are with the people affected by the flooding and with the first responders who are working hard to keep them safe. Initial estimates of damages are in the $24 million range. However, this could increase should the water hit forecasted levels in the upcoming days. I am happy to report to the House that since being asked, the Canadian Coast Guard has actually worked throughout the night to help people in this horrible situation. Our government always stands ready to help the province or territory requesting federal assistance in response to natural disasters, including flooding. The Prime Minister has also offered to provide military to the province if it requests it.

In fact, we picked the best deal, which would benefit the highest number of Atlantic Canadians: four indigenous nations from Atlantic Canada and one indigenous nation from Quebec.

Mr. Speaker, as a British Columbian, I know and share the real concerns that British Columbians have around this issue, especially after the incident that happened in Washington.While Fisheries and Oceans B.C. aquaculture regulations are among the most rigorous in the world, all options to improve are on the table. It is also our responsibility first and foremost to protect our wild Pacific salmon, which is why we are investing and implementing the Cohen commission's recommendations, as well as the wild salmon policy. In addition, we will do no less than 20 salmon enhancement projects in British Columbia just this year.

Mr. Speaker, our government is fully committed to the protection and recovery of our iconic resident killer whale population, and we will continue to work to better understand the threats to this population. The proposed action plan for the northern and southern resident killer whale in Canada was released last summer for public consultation, and we now have the finalized report. I am happy to share that many of the recovery actions that are identified in the killer whale recovery strategy and action plan are already under way.

Mr. Speaker, our decision to introduce indigenous participation is consistent with our government's commitment to develop renewed relationships in Canada with indigenous peoples. The minister made this decision to allow for an increase in indigenous participation in the fishery, and we reject any claim to the contrary in the strongest terms.Our government is proud of this decision and will continue to focus on how it will directly benefit the people of Atlantic Canada and Quebec.

Mr. Speaker, I would like to thank the member for Central Nova, all members of the fisheries committee, and all Canadians who participated.We consulted broadly, and we know that Canadians are proud of us for restoring protections to the Fisheries Act. We are protecting all fish and fish habitat. We are providing increased transparency and certainty around major projects. We are protecting middle-class jobs and coastal economies. We have eliminated the damage caused by the previous government. We are investing more than $280 million to ensure our marine environment thrives for the benefit of future generations.

Mr. Speaker, our government takes the protection, conservation, and recovery of the North Atlantic right whale extremely seriously. While conservation measures will have the greatest immediate impacts on fisher harvesters and processors, the long-term economic risks of not adequately protecting these whales is even greater. The Conservatives know this. They would rather play politics on this issue and focus their energy on other priorities like making sure every single member of the Conservative caucus votes against funding the Atlantic fisheries fund, which is exactly what they did last Thursday.

Madam Speaker, the Government of Canada is committed to taking all necessary actions to help prevent North Atlantic right whales from future harm. The majority of management measures announced for this year's southern Gulf lobster fishery are identical to those announced for the snow crab fishery. The department will continue to work with industry to develop appropriate systems for lobster rope and buoys for future years. The measures take into account the best available science and input from stakeholders, including industry, fishers, and indigenous people.

Madam Speaker, I had the pleasure of visiting and attending at many indigenous communities over the summer. I understand the very close and important relationship that our indigenous peoples have with fish. That is why our government is investing over a quarter of a billion dollars over the next five years to make sure that there is access to fish and the capacity to fish. That includes more than $60 million on an ongoing basis.These commitments are already working to create real middle-class jobs in the fishing sector for indigenous communities, with over 2,800 middle-class jobs to date.

Mr. Speaker, like the previous government, our government decided it was important to bring in a new player in the Arctic surf clam fishery but, unlike the Conservatives, we did not forget to include indigenous communities.We are proud of our decision, which is going to benefit the highest number of Atlantic Canadians.

Mr. Speaker, I can assure Canadians that we are putting forward measures to improve the air passenger experience. We have provided funding to address increasing passenger volumes at our airports and to decrease passenger wait times. Our government is committed to maintaining the highest levels of security for the travelling public while improving the passenger experience. Any decision that is made on CATSA privatization will take those into account.

Mr. Speaker, as I have risen to state in the House many times, many of these allegations are unsubstantiated. That is why we created a process that we are proud of to consult industry and indigenous communities on potential participation in the surf clam fishery. We are focused on how this is benefiting the highest number of Atlantic Canadians and first nations in Atlantic Canada and Quebec.

Mr. Speaker, since this is my first opportunity to address the member since he has come back, I hope you would allow me to say how happy I am to see him in the House and in good health. We plan to have dinners with our wives, and we will be able to reflect on how important our families and our health are in doing this job.With regard to this specific issue, when the previous government went through a very similar public process to access this fishery, it forgot to include indigenous people. Our government has not forgotten indigenous people.

Mr. Speaker, I appreciate the opportunity to stand in the House and share with members what we are doing for recreational fishers from coast to coast to coast. In fact, I met with recreational fishers just this week, and I was able to share with them the fact that we are investing in coastal restoration. We are putting money into implementing the wild salmon policy. We are making sure that the Cohen commission recommendations are done, 32 last year, and up to 64 out of the 75 now.For far too long, Canadians were tired of a government that took our oceans and waterways for granted. That is why this government is making sure that we protect the resource for the benefit of future generations.

Mr. Speaker, we are focusing on making Canada more accessible, and we are sorry for the situation that happened to this couple. Our government takes accessibility and transportation in Canada very seriously, and we are standing up for Canadian air passengers to ensure they are treated with fairness and respect.Through the accessible Canada act, we are taking concrete steps to move forward a barrier-free Canada for all Canadians. The Canadian Transportation Agency officials are experts in passenger considerations and complaints, and I would very much recommend that these individuals approach that agency with any complaints they have.

Madam Speaker, in response to my hon. colleague's question, I am proud to say that we are delivering on our promise to restore science to Canada. Budget 2016 announced $2 billion to promote economic growth by improving research and innovation infrastructure at Canada's post-secondary institutions. These investments provide our research community with access to state-of-the-art facilities and equipment. These important tools will be used to make new discoveries that will better the lives of Canadians and grow our economy. This is a great investment in science and it is a great investment in Canada.

Madam Speaker, our government is committed to increasing the proportion of marine and coastal areas that are protected to 5% this year, and to 10% by 2020. We are going to achieve these targets with sound science and transparent decision-making. Indeed, we are consulting broadly.

Mr. Speaker, again, with regard to process, the Conservatives should not be surprised, as they went through the exact same process three years ago. The only thing was that they forgot to include indigenous communities. We had a robust process. We are proud of that process, and we are proud of the decision that assured that the value from this public resource is going to benefit the most number of Atlantic Canadians, including indigenous nations in Atlantic Canada as well as Quebec.

Mr. Speaker, starting June 1, our new rules will require drone pilots of drones over 250 grams to take an online course in safety and proper handling. Drone pilots will also be required to keep their drones away from airports and to register them.To all travelling Canadians, we will continue to take concrete measures to keep air travel in Canada safe.

Madam Speaker, ensuring the health and safety of Canadians is a top priority of this government. On asbestos, the science is clear, and that is why this government will be banning asbestos. Our government has already taken steps toward this goal, including a ban on the use of asbestos in new government construction and a national asbestos inventory. We are currently assessing options, but we can assure the House that our plan will be a whole-of-government approach.

Mr. Speaker, our thoughts are with the people of New Brunswick. We offer all the support that we can during this challenging time. That is why yesterday, at the request of the Government of New Brunswick, the Canadian Coast Guard committed to assisting the flood relief effort across the province. In addition to boats and personnel, the Coast Guard will help residents safeguard their homes against potential damage.The safety and security of New Brunswickers is a priority for our government, in fact, for all members of this House. We are committed to doing everything we can to support New Brunswickers during this difficult time.

Mr. Speaker, I would like to start by thanking the member and his constituents for their recent work on the Fisheries Act.A few weeks ago, in B.C., the minister announced the Hecate Strait and Queen Charlotte Glass Sponge Reefs Marine Protected Area. These reefs are important habitat for many aquatic species, and I thank the indigenous, conservation, and industry partners involved in making this designation possible. Our government is further committed to increasing the proportion of marine and coastal areas that are protected to 5% this year and 10% by 2020. This is good news for Canada, and this is great news for future generations.

Mr. Speaker, the safety of passengers is a priority. In the case of the Apollo, it has never been compromised.Pursuant to an inspection that lasted multiple days, Transport Canada asked the STQ to make modifications before the ferry was put in service on February 11. A few minor problems were raised, none of which compromised the vessel's safety.We share in the Transportation Safety Board's commitment to safety. It has shared some preliminary findings, but it is too early to speculate at this time. I offer my sincere thanks to the member from Matane for his hard work on this file.

Mr. Speaker, we understand how important our transportation corridors are for getting goods across Canada to market and also for connecting people with other Canadians.When it comes to individual issues like this one, we are happy to work with all members to ensure that not only do our transportation corridors stay open but that our communities stay protected. I am happy to follow up with the member.

Mr. Speaker, when it comes to the safety of our transportation system, Canadians and members can rest assured that we have one of the clearest safety records in all of Canada. When it comes to individual investments and individual decisions, we are making clear investments right across the country for the safety of our airports. We are seeing the results, and the member can go back to his constituents and safely say that we have one of the clearest safety records in the entire world.

Mr. Speaker, our government is proud of the work we are doing to make sure that we not only protect B.C.'s pristine coastline but that we actively invest to restore it. Of course, we are disappointed by the vote. We hope that the Senate will vote to continue debate at third reading. We are open to any amendments the senators have. We will keep working with them as long as it is within the spirit of the bill.

Mr. Speaker, this government remains committed to delivering on its promise to Canadians to put forward this oil tanker moratorium and to formalize it in legislation. I stood in the House this morning, addressing the Senate amendments that came over. We are hoping to work with all parliamentarians here. It is important for Canadians to understand that when it comes to Bill C-48, every single party in the House was in favour of it. The only party that did not vote in favour of it was the Conservative Party.

Madam Speaker, our government fully supports reconciliation and cares deeply about a renewed relationship with our indigenous partners.In fact, the minister and I just visited the leadership of the five first nations in their territory just a few weeks ago. We were pleased to offer additional licences and quota for groundfish, salmon, and shellfish.The Nuu-chah-nulth court decision will inform the broader process, which seeks to provide stability and predictability around the management of fisheries and oceans resources. I thank the member for raising this very important question today.

My heart goes out to everyone that has been negatively affected, or will be negatively affected, by damage to the Sombra wharf. I have agreed with the member opposite to meet with the mayor of the local community in the near future. I know that other federal departments have been working to see if there is any way we can help. Unfortunately, the shipping lane that the Canadian icebreaker was on was nowhere near the ferry dock and no link can be found between the damage to the ferry dock and the transit of the Canadian Coast Guard vessel.

As I stated, there was an inspection that lasted multiple days. There were changes asked of the STQ to make these modifications before the ferry was put into service on February 11.Safety is our absolute top priority. We will make sure, in every case, that we take the actions necessary to protect Canadians.

Mr. Speaker, I have had the opportunity, in fact the privilege, to meet with our men and women from the Canadian Coast Guard, from Vancouver Island all the way to Prince Edward Island, and I can say that our men and women expertly maintain our fleets, that the government is dedicated to providing new vessels to the Canadian Coast Guard, including a polar icebreaker, and that we are working with partners to make sure that we provide the services Canadians expect. Our government will always make sure that the men and women of the Canadian Coast Guard have the tools they need to do their jobs.

Mr. Speaker, I think we can all agree that no person, certainly no family, should have to go through what the people of Lac-Mégantic have gone through.That is why the minister has made rail transportation his number one priority. We have investigated this issue thoroughly and taken unprecedented action. We are working with the communities of Lac-Mégantic, Frontenac, and Nantes to ensure that the rail bypass goes forward.We will continue to take action to rebuild this beautiful community.

Mr. Speaker, the health and safety of our employees is top priority of the Canadian Coast Guard. These men and women work hard every day to ensure the safety of mariners in our marine environment.There were two complaints about the quality of drinking water aboard Coast Guard vessels. The complaints process included the participation of employees, unions, subject matter specialists, and managers.According to the final decision, the Coast Guard satisfied its obligations with respect to its employees and drinking water, and will continue to do so in every circumstance.

Mr. Speaker, our government understands that wild salmon are the lifeblood of the west coast, which is why our government is investing significantly in managing and restoring our wild Pacific salmon stocks.In addition to our continued support for the salmon enhancement program, we have announced a new $75-million coastal restoration package, as part of our $1.5-billion oceans protection plan, and a further $1.4-billion investment as a result of the department's recent comprehensive review. This means more evidence-based decision-making, more scientists, more habitat restoration, and more community partnerships. We are committed to ensuring that our wild salmon thrive for the benefit of our communities and our future generations.

Mr. Speaker, we understand how important our airports are to our economy and we take safety at our airports incredibly seriously. Canadians can rest assured that we have one of the safest air transport systems in the world. The member knows that the governance of airports is independent and they operate quite well, including at the airports he mentioned.

Madam Speaker, the member knows full well that all decisions made by the Minister of Fisheries and Oceans are based on the best science. We consult fully with indigenous peoples and local fishermen. We take into account not just traditional knowledge but local knowledge in every decision we make. We work hard with all members of the Atlantic caucus to make sure that opportunities are provided to every single area, and we protect the economies of local communities.

Mr. Speaker, the protection of Canadian waters is of the utmost importance to our government. Within an hour and 20 minutes of the initial call, the Coast Guard tasked assets to respond to this incident. The Coast Guard has also established a unified command collaboratively with members of local first nations, federal and provincial partners, and the responsible party. Despite their quick response, incidents like this highlight why our government is investing in marine safety with a $1.5 billion oceans protection plan, which will make Canada's marine safety systems even stronger than they are today.

Mr. Speaker, I want to thank the member for Bonavista—Burin—Trinity, actually, who has met with the minister often to talk about this issue and others.The fact that there is a new participant in the surf clam fishery should be no surprise to the Conservatives. In fact, they started a process three years ago to accomplish the very same thing. The difference is, unlike the previous government, our robust process included indigenous communities. We are proud that the best proposal was selected and that the greatest number of Atlantic Canadians will benefit, including indigenous partners from across five different provinces.

Mr. Speaker, on this World Oceans Day, I want to thank the member for Bonavista—Burin—Trinity for his advocacy on this issue and his work on the fisheries committee. Last month we announced the official reopening of the Canadian Coast Guard maritime rescue sub-centre in St. John's. The centre coordinates the Coast Guard's on-the-water response to marine incidents in the area and provides an essential link for mariners operating in the unique and challenging conditions often experienced off the coastlines of Newfoundland and Labrador.The centre will have a staff of 12 maritime search and rescue coordinators, and reopening it demonstrates our continued commitment to the Canadian Coast Guard and our coastal communities.

Madam Speaker, I had the pleasure of visiting and attending at many indigenous communities over the summer. I understand the very close and important relationship that our indigenous peoples have with fish. That is why our government is investing over a quarter of a billion dollars over the next five years to make sure that there is access to fish and the capacity to fish. That includes more than $60 million on an ongoing basis.These commitments are already working to create real middle-class jobs in the fishing sector for indigenous communities, with over 2,800 middle-class jobs to date.

Mr. Speaker, our government is pleased to be delivering on our promise to restore lost protections and incorporate modern safeguards into the Fisheries Act. These proposed amendments will restore lost protections by returning to comprehensive protections against harming fish and fish habitats and strengthening the role of indigenous peoples in project reviews, monitoring, and policy. Our government will also invest more than $280 million to support the restoration of lost protections to fish and incorporate modern safeguards. We have consulted broadly to ensure that changes to the act focus on those areas that matter the most to Canadians.

Mr. Speaker, I am proud of the good work that our hard-working members from Newfoundland and Labrador do every single day, and in particular the member for Bonavista—Burin—Trinity, who has been in constant contact with the minister.I have also been pleased to meet with the entire Newfoundland and Labrador caucus, individually and as a group, on many occasions, to work on many innovative solutions to challenges in the province. There is no doubt that the people of Newfoundland and Labrador have some of the strongest federal representatives in the country.

Mr. Speaker, just so we are clear, the fact that there is a new participant coming into this fishery is not a surprise, or should not be a surprise, to the former government. It had a very similar process, but excluded first nations people as part of that process. We had a robust process and we are proud of the fact that we picked the best proposal. It is going to benefit the highest number of Atlantic Canadians, including indigenous people from five separate provinces.

Mr. Speaker, as we have stated, these allegations are absolutely false, no matter how many times the Conservatives restate them in the House. The fact that there is a new participant in this fishery should be no surprise to the Conservatives. They started a similar process three years ago. The only difference was that they forgot to include indigenous people. Our government is proud of the fact that we had a robust process that picked the best group that is going to make sure it benefits the largest number of Atlantic Canadians, including five indigenous nations from four Atlantic provinces and Quebec.

Mr. Speaker, our government is dedicated to making sure that the men and women of the Canadian Coast Guard have the tools they need to do their jobs, whether that be ice-breaking capacity in Quebec or towing capacity. The Coast Guard expertly maintains its fleet. Also, in the interim, we have opened up an RFI to see if there are other ways we can complement our force.Our government will always make sure that the tools are available, so the job gets done and it gets done right.

Mr. Speaker, I think we can all agree that no person, certainly no family, should have to go through what the people of Lac-Mégantic have gone through.That is why the minister has made rail transportation his number one priority. We have investigated this issue thoroughly and taken unprecedented action. We are working with the communities of Lac-Mégantic, Frontenac, and Nantes to ensure that the rail bypass goes forward.We will continue to take action to rebuild this beautiful community.

Mr. Speaker, again, with regard to process, the Conservatives should not be surprised, as they went through the exact same process three years ago. The only thing was that they forgot to include indigenous communities. We had a robust process. We are proud of that process, and we are proud of the decision that assured that the value from this public resource is going to benefit the most number of Atlantic Canadians, including indigenous nations in Atlantic Canada as well as Quebec.

Madam Speaker, since I just gave two answers about the lobster decision, I think we should talk about the Arctic surf clam.The member opposite knows full well that if we go back in time to three years ago, the previous government went through a process that was exactly the same as what is going on now, except for the fact that the Conservatives forgot to include indigenous people. We are proud that our robust process included indigenous people and that we selected the best proposal to benefit the most Atlantic Canadians, including indigenous people from five provinces.

Mr. Speaker, like the previous government, our government decided it was important to bring in a new player in the Arctic surf clam fishery but, unlike the Conservatives, we did not forget to include indigenous communities.We are proud of our decision, which is going to benefit the highest number of Atlantic Canadians.

Mr. Speaker, the fact that there is a new entrant entering the surf clam fishery should be no surprise to the Conservatives. Three years ago, they went through a similar process. The only difference is that they forgot to include indigenous people. Our government did not forget to include indigenous people. In fact, we picked the best deal, which would benefit the highest number of Atlantic Canadians: four indigenous nations from Atlantic Canada and one indigenous nation from Quebec.

Mr. Speaker, our government is fully committed to the protection and recovery of our iconic resident killer whale population, and we will continue to work to better understand the threats to this population. The proposed action plan for the northern and southern resident killer whale in Canada was released last summer for public consultation, and we now have the finalized report. I am happy to share that many of the recovery actions that are identified in the killer whale recovery strategy and action plan are already under way.

Mr. Speaker, our government supports a new vision for environmentally sustainable aquaculture, and we are working with the province and indigenous communities to consider all options to ensure that we protect our marine environment. While the industry generates $2 billion in economic activity, approximately $600 million in labour income, we understand a clean environment is the greatest economic driver. It is important that we get this right, because sustainable aquaculture provides year-round jobs paying thousands of Canadians, including those in more than 50 first nations, many of whom live in rural coastal communities.

Madam Speaker, the Government of Canada is committed to taking all necessary actions to help prevent North Atlantic right whales from future harm. The majority of management measures announced for this year's southern Gulf lobster fishery are identical to those announced for the snow crab fishery. The department will continue to work with industry to develop appropriate systems for lobster rope and buoys for future years. The measures take into account the best available science and input from stakeholders, including industry, fishers, and indigenous people.

Mr. Speaker, we understand how important our transportation corridors are for getting goods across Canada to market and also for connecting people with other Canadians.When it comes to individual issues like this one, we are happy to work with all members to ensure that not only do our transportation corridors stay open but that our communities stay protected. I am happy to follow up with the member.

Mr. Speaker, I have had the opportunity, in fact the privilege, to meet with our men and women from the Canadian Coast Guard, from Vancouver Island all the way to Prince Edward Island, and I can say that our men and women expertly maintain our fleets, that the government is dedicated to providing new vessels to the Canadian Coast Guard, including a polar icebreaker, and that we are working with partners to make sure that we provide the services Canadians expect. Our government will always make sure that the men and women of the Canadian Coast Guard have the tools they need to do their jobs.

Mr. Speaker, our government has announced the intent to amalgamate the Oshawa and Hamilton port authorities. Both ports play an important role in southern Ontario by linking our businesses to global markets and by providing jobs to middle-class families. The integration will also enable ongoing growth in both ports. It is anticipated that this action would unlock greater economic opportunities for working Canadians. With greater combined strength, the new port authority would be in a better position to make investments in port facilities and intermodal connections in south Ontario. Of course, we consult with our partners, we work with municipalities and we work with our partners in ports to ensure their economic success for Canadians.

Mr. Speaker, as I have risen to state in the House many times, many of these allegations are unsubstantiated. Our government believes that increasing indigenous participation in offshore fisheries offers a powerful opportunity to advance reconciliation. That is why we created a process that we are proud of to consult industry and indigenous communities on potential participation in the surf clam fishery. This process was similar to the one undertaken by the previous Conservative government, except they forgot to include indigenous people. We did not forget. We are focused on how this is benefiting the highest number of Atlantic Canadians and first nations in Atlantic Canada and Quebec.

Mr. Speaker, I share the member's concern. The sustainable management of Canada's fisheries is of the utmost importance for our government. We understand that wild salmon are the lifeblood of the west coast. Consultations are under way, and the department is engaging with first nations as well as recreational and commercial harvesters. We are finalizing the integrated fisheries management plans.On top of that, I would like to share with the House that this is the reason why we are putting $197 million over the next five years into science. It is to make sure we can hire more scientists within the Department of Fisheries and Oceans so we can manage these resources properly.

Mr. Speaker, since this is my first opportunity to address the member since he has come back, I hope you would allow me to say how happy I am to see him in the House and in good health. We plan to have dinners with our wives, and we will be able to reflect on how important our families and our health are in doing this job.With regard to this specific issue, when the previous government went through a very similar public process to access this fishery, it forgot to include indigenous people. Our government has not forgotten indigenous people.

Mr. Speaker, I would like to start by thanking the member and his constituents for their recent work on the Fisheries Act.A few weeks ago, in B.C., the minister announced the Hecate Strait and Queen Charlotte Glass Sponge Reefs Marine Protected Area. These reefs are important habitat for many aquatic species, and I thank the indigenous, conservation, and industry partners involved in making this designation possible. Our government is further committed to increasing the proportion of marine and coastal areas that are protected to 5% this year and 10% by 2020. This is good news for Canada, and this is great news for future generations.

Mr. Speaker, the member for Kelowna—Lake Country and our government know science is the foundation of a strong, healthy, and prosperous society. That is why we are committed to supporting cutting-edge genomics research. Just yesterday, the Minister of Science announced an investment of $32 million to support the latest recipients of Genome Canada's large-scale applied research projects competition. This investment will help renew our traditional industries like forestry, fisheries, and mining, and will increase Canada's global competitiveness, our economic growth, and our social well-being.

Mr. Speaker, our government understands that wild salmon are the lifeblood of the west coast, which is why our government is investing significantly in managing and restoring our wild Pacific salmon stocks.In addition to our continued support for the salmon enhancement program, we have announced a new $75-million coastal restoration package, as part of our $1.5-billion oceans protection plan, and a further $1.4-billion investment as a result of the department's recent comprehensive review. This means more evidence-based decision-making, more scientists, more habitat restoration, and more community partnerships. We are committed to ensuring that our wild salmon thrive for the benefit of our communities and our future generations.

Mr. Speaker, I would like to thank the member for Long Range Mountains for her advocacy on this file. Our government is proud to be delivering the first new ferry on this route in 30 years. More than 70% of goods and 30% of people arrive via this service. It is crucial for Newfoundland. This $80-million investment will ensure that both tourism and the economy continue to prosper in Newfoundland for the benefit of future generations.

Madam Speaker, our government is committed to increasing the proportion of marine and coastal areas that are protected to 5% this year, and to 10% by 2020. We are going to achieve these targets with sound science and transparent decision-making. Indeed, we are consulting broadly.

Madam Speaker, our government fully supports reconciliation and cares deeply about a renewed relationship with our indigenous partners.In fact, the minister and I just visited the leadership of the five first nations in their territory just a few weeks ago. We were pleased to offer additional licences and quota for groundfish, salmon, and shellfish.The Nuu-chah-nulth court decision will inform the broader process, which seeks to provide stability and predictability around the management of fisheries and oceans resources. I thank the member for raising this very important question today.

Again, Mr. Speaker, these claims are completely unsubstantiated.The fact is that a new participant in the surf clam fishery should be no surprise to the previous Conservative government. It conducted a very similar process about three years ago to include a new entrant into the surf clam fishery. The only difference was that it forgot to include indigenous people. We of course have not forgotten. We are focusing on the fact that the best proposal was selected that would advantage the most number of people from Atlantic Canada and Quebec.

Mr. Speaker, the member opposite knows that this purchase happened between two provinces.The transport ministry is responsible for looking at the seaworthiness of these vessels. As I stated, there was an inspection that lasted multiple days. There were changes asked of the STQ to make these modifications before the ferry was put into service on February 11.Safety is our absolute top priority. We will make sure, in every case, that we take the actions necessary to protect Canadians.

Mr. Speaker, we are committed to strengthening Canada's leadership in research excellence. Budget 2016 announced up to $12 million over two years to support the stem cell network's research, training and outreach activities. Stem cell research has evolved into one of the world's great promises, with significant implications for medical treatments, commercial products, and public policy. Our investment will support discoveries that will help to fuel Canada's economic growth, while positioning us to succeed in the knowledge-based global economy.

Mr. Speaker, the Canadian Coast Guard prioritizes the safety of Canadians above all else. We can say with confidence that the Vancouver harbour is safer today than it was two years ago, thanks to the reopening of the Kitsilano Coast Guard and this government's investment in the oceans protection plan. This means an increase in search and rescue personnel over the next three years, and four new lifeboat stations on the west coast. Of course, we will continue to work closely with our search and rescue partners to ensure all required capabilities are provided to make sure that we keep British Columbians, and all Canadians, safe.

Mr. Speaker, we are obviously happy to work with the commissioner to answer any questions that he might have. Our government believes that increasing indigenous participation in offshore fisheries offers a powerful opportunity to advance reconciliation. That is why we created a process to consult industry and indigenous communities on potential participation in this surf clam fishery. This process was very similar to the one that was undertaken by the previous Conservative government, except that they forgot to include indigenous people. The expressions of interest selected for next steps include five first nations from Atlantic Canada and Quebec, and there would be significant economic opportunities for these indigenous communities.

Mr. Speaker, our government takes the protection, conservation, and recovery of the North Atlantic right whale extremely seriously. While conservation measures will have the greatest immediate impacts on fisher harvesters and processors, the long-term economic risks of not adequately protecting these whales is even greater. The Conservatives know this. They would rather play politics on this issue and focus their energy on other priorities like making sure every single member of the Conservative caucus votes against funding the Atlantic fisheries fund, which is exactly what they did last Thursday.

Madam Speaker, ensuring the health and safety of Canadians is a top priority of this government. On asbestos, the science is clear, and that is why this government will be banning asbestos. Our government has already taken steps toward this goal, including a ban on the use of asbestos in new government construction and a national asbestos inventory. We are currently assessing options, but we can assure the House that our plan will be a whole-of-government approach.
