Mr. Speaker, yesterday was actually the inaugural meeting of the Canada-China foreign affairs ministers' dialogue, which is an important new platform for expanding high-level engagement between our two countries. These discussions will focus on advancing mutual interests in our bilateral relationship, as well as global peace and security, and of course human rights. Asia is a critical region of the world. Canada is an Asia-Pacific country. This is an excellent beginning for discussing how to expand our strategic partnerships for the benefit of all Canadians.

Mr. Speaker, we strongly condemn the atrocities by the so-called Islamic State. Official recognition of genocide is to be done by a credible judicial process following a proper international investigation. That is why we have called upon the UN Security Council to investigate this. The UN Secretary-General's special adviser on the prevention of genocide agrees with this. We feel that our UN, U.K., and U.S. allies have all said this needs a proper, formal investigation.

Mr. Speaker, the minister is entirely dedicated to nuclear disarmament. Our goal is to convince countries that have nuclear weapons to be at the table as part of an effective disarmament process. Canada succeeded at this recently when we led a United Nations resolution supported by 177 states, including those with nuclear weapons. Our resolution has a goal to stop the production of materials used to make nuclear weapons. This is the realistic, pragmatic approach our minister is taking, and it is a major accomplishment.

Whether ISIL's crimes constitute a genocide is not for us to decide. It is not a political determination. The determination is a legal one. That is why we share the view of the governments of the U.S. and the U.K. and the UN Special Adviser on the Prevention of Genocide to the Secretary-General, that the situation must be the subject of an independent investigation by a competent court or tribunal.

Mr. Speaker, let us be clear. This contract was signed under the previous government. During the election, the Conservatives, the Liberals, and the NDP committed to honouring the contract. In fact, the leader of the NDP said, “You don't cancel a commercial accord retroactively; it's just not done”.Our Prime Minister has made it very clear that we will not weaken Canada's credibility by tearing up this contract.The release of the report on Friday was the first of many steps we will be taking to provide greater transparency on human rights assessments.
