Mr. Speaker, our government, and I believe all Canadians, are appalled by the abhorrent statement of the supreme leader Khamenei. Our position on Iran is clear. We oppose Iran's support for terrorist organizations. We oppose its threats toward Israel. We oppose its ballistic missile program and its support for the murderous Assad regime in Syria.For many years Canada has been, and continues to be, a steadfast friend of Israel, and we will continue to support Israel's right to live in peace.

Mr. Speaker, we have been clear in our strong condemnation of the use of chemical weapons in eastern Ghouta and any violence committed against the people of Syria. Canada continues to work with its international allies to pursue accountability for these war crimes. This includes $9 million for the investigation activities of the Organisation for the Prohibition of Chemical Weapons and the UN. Let us be clear. Assad's murderous regime must stop deliberating targeting these people.

Mr. Speaker, I will say one final time that Canada's position is strong and clear. We condemn the use of chemical weapons by the murderous Assad regime. The Assad regime must end the indiscriminate violence against its own people and it must engage in meaningful negotiations.

Mr. Speaker, the Conservatives continue to make Canada's long-standing steadfast support for Israel a partisan issue despite being told not to do so. Canada has long been a friend of Israel and we believe that resolutions at the UN should accurately reflect the situation on the ground. That is why Canada supported a U.S. amendment to yesterday's resolution that would have explicitly referred to the role of Hamas in the situation in Gaza. Hamas is a terrorist organization, and Canada calls on the international community to stand up to Hamas. Hamas must end its incitement of violence against Israel.

Mr. Speaker, let me be clear. We deeply oppose Iran's support for terrorist organizations, its threats toward Israel, its ballistic missile program, and its support for the murderous Assad regime in Syria. As my colleague just said, the focus of any discussions with the Government of Iran will be on ensuring the safe return of Maryam Mombeini and to ask it questions in the suspicious death of her husband, Professor Seyed-Emami. In November, Canada led a UN resolution calling on Iran to comply with its human rights obligations. We will always hold Iran to account for its actions.

Mr. Speaker, I have had the chance to stand twice now and I will do it a third time to reiterate this government's clear position of condemnation against the use of chemical weapons by the Assad regime. We have been clear that the Assad regime must end its indiscriminate killing of its own citizens and engage in meaningful negotiation to achieve a just and lasting peace in Syria. We have been clear from the very beginning, and we will continue to condemn the use of chemical weapons and the indiscriminate killing of citizens done by the Assad regime.

Mr. Speaker, we know that the former government's policy of isolation was not in the best interests of Canada nor was it in the best interests of Iranians. The best way to advance human rights and consular issues in Iran is by speaking directly with the regime. Let me be clear. We oppose Iran's support for terrorist organizations, its threats toward Israel, its ballistic missile program, and its support for the murderous Assad regime in Syria. By raising these issues directly, we are holding Iran to account. The minister has done that. We will continue to do that in the best interests of all Canadians.

Mr. Speaker, while the Conservatives shamefully try to turn Canada's support for Israel into a partisan issue, I will repeat the long-standing position of consecutive governments of Canada, both Liberal and Conservative, that Canada is a steadfast friend of Israel and a friend of the Palestinian people.Hamas has been designated as a terrorist organization since 2002. That is a position our government continues to hold. We strongly condemn its culture of violence, its threats towards Israel, and its acts of terrorism. Our call for an investigation into the situation in Gaza includes reports of incitement by Hamas.

Mr. Speaker, we have been clear in our condemnation of the use of chemical weapons against people in eastern Ghouta, and we have been working hard with international allies to pursue accountability for what are war crimes. This includes $9 million for the verification, investigation, and fact-finding activities of the Organisation for the Prohibition of Chemical Weapons and the UN. We are also providing over $290 million to support NGOs, UN partners, and the Red Cross to deliver life-saving assistance in Syria. The murderous Assad regime must end the deliberate targeting of civilians.

Mr. Speaker, the UN Security Council resolution calling for a ceasefire in Syria to allow humanitarian access must be implemented. We strongly condemn the brutal and targeted attacks against civilians, including in eastern Ghouta. It is vital that all parties respect the ceasefire unconditionally to stop the massacre of civilians and allow the delivery of humanitarian supplies. The massacre of the people in Syria must end, and Canada will continue to act and add voice on this issue, including funding first responders in eastern Ghouta such as the White Helmets.

Mr. Speaker, our government has been clear in its position of condemnation against the Assad regime's use of chemical weapons and its indiscriminate violence against its own citizens. We have been clear that it must end and that they must engage in meaningful negotiation. We have been equally clear on our position that Canada is a steadfast ally and friend of Israel and of the Palestinian people. We are committed to a just, lasting, and durable peace in the Middle East, including the creation of a Palestinian state living side-by-side in peace with Israel.

Mr. Speaker, once again, we have been clear in our condemnation of the use of chemical weapons against the people of eastern Ghouta. We supported the decision of the United States, the United Kingdom, and France to take measures to weaken the Assad regime's ability to launch chemical attacks against its own people. We condemn the Assad regime and its supporters, Russia and Iran, for these repeated human rights violations and the deliberate targeting of civilians.

Mr. Speaker, we have been abundantly clear that we oppose and condemn the murderous Assad regime and its indiscriminate violence perpetrated against its own civilians, including the use of chemical weapons. Equally, we have said many times that we are a friend of Israel and a friend of the Palestinian people, and that Canada is committed to the goal of a comprehensive, just, and lasting peace in the Middle East, including the creation of a Palestinian state living side by side at peace with Israel. I know that these are positions which my colleague, the member on this side of the floor, shares as well.

Mr. Speaker, we were proud to put in place yesterday our second three-year immigration plan that would see immigrants to this country rise over the next number of years. That will contribute to the economic success of our country. That will contribute to jobs for middle-class Canadians. We believe that newcomers to Canada contribute to the economic success of our country. It is a principle that the Conservatives do not believe in. They believe in spreading fear and division and dog whistling at Canadians. We will grow the economy. We will bring newcomers into Canada and they will contribute to the economic vitality of our great country.

Mr. Speaker, first of all, the member opposite knows full well that it has been the long-standing position of consecutive governments, both Conservative and Liberal, in Canada that we are an ally and friend of Israel, and a friend of the Palestinian people. We absolutely deplore the actions of Hamas and its incitement to violence. It has been designated as a terrorist organization in this country since 2002, and this government maintains that position and abhors the actions that Hamas takes. We are also extremely troubled by the situation that recently occurred in Gaza and have called for an independent investigation.

Mr. Speaker, my colleague opposite is well aware that committees manage their own affairs. As a government, we are keeping our election promise to join the Arms Trade Treaty.Regulating the illicit global arms trade is essential to protecting human rights. By acceding to the treaty, we will join our G7 and NATO allies. I am eager to see the bill come back to the House for third reading.

Mr. Speaker, the member opposite knows that Canada has a framework around which we designate groups around the world as terrorist organizations. We continue to use that robust framework in all of our designations of terrorist groups, while we continue to work with international allies to rid the world of terrorist organizations and make it safer, specifically for the people of the war-torn country of Syria.

Mr. Speaker, our government is an ardent defender of LGBTQ2 rights in Canada and around the world.That is why we appointed a special adviser on LGBTQ2 issues, my colleague. We have made welcoming LGBTQ2 refugees a priority in our initiative to resettle over 47,000 Syrians in Canada. On countless occasions, we have spoken out against the persecution, torture, and murder of LGBTQ2 people around the world, and we will continue to do so.

Mr. Speaker, we will always defend human rights and hold Iran to account for its actions.The focus of any discussion with the Government of Iran will be on ensuring Maryam Mombeini is able to return home, and on demanding answers on the death of her husband, Mr. Seyed-Emami.Let me be clear that our government is committed to holding Iran to account for its violation of human and democratic rights. This is why we led a resolution to the UN in November, calling on Iran to comply with its international human rights obligations.We remain deeply concerned with the human rights situation in Iran, but that will be the focus of our discussions.

Mr. Speaker, after three and a half years, the Conservatives finally saw the merit in consulting with Canadians. Sadly, they did not listen. Conservatives are twisting themselves into a pretzel to hide their secret plan to stifle economic growth by cutting immigration in this country.Looking solely at the our global skills strategy, it has helped create 150,000 jobs across this country. Taking our economic growth plan into consideration, whereby 900,000 jobs have been created across this country, Canadians will see that immigration is a key ingredient. We agree with that. Business agrees with that. Communities agree with that. The only people who do not are the Conservatives.

Mr. Speaker, the member opposite knows that our position when it comes to Russia is clear and that it was our government that increased sanctions against Russia in addition to supporting the sanctions of the former government.The question of how to effectively apply sanctions for human rights abuses and for foreign corruption was among the issues the member and the committee examined, and we welcome the release of the standing committee's unanimous recommendations. We are carefully considering those, including the recommendations around Magnitsky and about sanctions measures for human rights violations and foreign corruption.

Mr. Speaker, Air Canada is a private company and responsible for its own website content and its own negotiations. Canada's long-standing position on this issue has not changed.

Mr. Speaker, we strongly condemn any and all actions that violate international human rights. We have raised concerns directly with the Government of Iraq, both in Baghdad and here in Ottawa. As Canada continues to re-engage on the international scene after 10 dark years, we will make sure that the protection of human rights and international law is a priority in all of our engagements.

Mr. Speaker, our goal is certainly nuclear disarmament and we are taking the necessary steps to achieve that goal. That means working hard on having something tangible. In 2016, for the first time, Canada rallied 159 states to support and adopt a resolution on the fissile material cut-off treaty. That is a clear step toward eliminating nuclear weapons both for nuclear countries and non-nuclear countries.

Mr. Speaker, I just stated clearly the position of this government. It has been the position for a long time: clear condemnation of the indiscriminate violence perpetrated by the murderous Assad regime, and that we are friends of Israel and remain friends of the Palestinian people. The member, too, has publicly condemned the recent attacks perpetrated by the Assad regime, and she has worked hard on these issues as a member on international human rights. Equally, she has done tireless work tackling issues of discrimination in all forms, including anti-Semitism. We applaud the work that she has done on this side of the floor. They are positions that this government believes in.

Mr. Speaker, as a steadfast friend and ally of Israel's, we certainly condemn Iran's attack on Israeli military forces and fully support Israel's right to defend itself against Iranian aggression. We call on Iran to stop any further provocations.

Mr. Speaker, our government is well aware of the deteriorating political and economic situation in Venezuela. Just today, I had the opportunity to meet with the wife of the imprisoned political opposition leader, Leopoldo Lopez, along with his mother, to talk about the terrible situation in Venezuela. Canada has been a leader on the international stage, co-sponsoring a resolution at the Organization of American States. We continue to work with our regional allies to call on the Venezuelan government to uphold its international commitments, restore order, and respect democracy in Venezuela.

Madam Speaker, it is imperative that people claiming asylum here can go through a regular process in accordance with the law. Claiming that the global migration of tens of millions of people was caused by a single tweet is nonsense.The Minister of Border Security recently met with Quebec's justice minister and we recently had a productive meeting with Quebec's minister of immigration, diversity, and inclusion to discuss this further and reiterate that we already committed an initial sum of $36 million to help Quebec carry out—

Mr. Speaker, the member opposite knows that Canada is a steadfast ally and friend of Israel, and a friend of the Palestinian people. That is a long-standing policy of the Government of Canada. If the member opposite is looking for a reply to correspondence she sent to the ministry, I am happy to speak with her on a whole range of issues. She knows she can come and find me at any time at the conclusion of question period today.

Mr. Speaker, my hon. colleague will know that the report was tabled at the end of last week. We will take our time to review the report, including the extra sanctions and measures that were included in it.The Prime Minister has also stated clearly that Russia and Iran must be held morally responsible for what happened last week, the chemical weapons attacks in Syria, which were war crimes.Our position against Russia remains firm and clear. We were the party that increased sanctions against Russia, including supporting the sanctions of the previous government.

Mr. Speaker, as our Prime Minister iterated yesterday, we are taking a regulatory approach to the legalization and regulation of cannabis that puts the health and safety of Canadians at the forefront. We are currently examining a range of issues that include our international commitments. As the member opposite should know, in the U.S. eight states have legalized marijuana and Uruguay has also legalized marijuana, and they are among the countries that have international treaties with Canada. We are committed to working with our global partners to best promote public health and to combat the illicit trafficking of drugs.

Mr. Speaker, Canada is a friend and steadfast ally of Israel and a friend of the Palestinian people.Canada's long-standing position has been that Israel's status cannot be resolved until there is a settlement between the two parties. This is the long-standing positive of consecutive Liberal and Conservative governments. We are committed to just and lasting peace in the Middle East, including the creation of a Palestinian state, living side by side, living in peace and security with Israel.

Mr. Speaker, this government stands for human rights around the world, and we stand for calling out human rights abuses. Our government takes allegations of all violations of international human rights and international humanitarian law seriously. We strongly condemn any and all action—

Mr. Speaker, Canada enjoys friendly relations with Spain. The issue of Catalonia falls squarely under Spanish domestic affairs. We hope that the country's internal debates come to a harmonious and respectful end in accordance with its constitutional framework.

Mr. Speaker, I would be happy to retract my use of the word that implicated the leader of the Conservative Party earlier and insert instead “fearmongering”, because that is exactly what he is—

Mr. Speaker, China is one of the largest and fastest-growing economies in the world. Not engaging with that market would simply be unrealistic. However, we always do so standing up for Canadian values. That is because the promotion and protection of human rights is a core element of all our engagements, domestic and foreign. We never have and we never will hesitate to raise human rights concerns with our Chinese counterparts. We do that at every opportunity, any time there is a human rights concern Canada has in the world.

Mr. Speaker, my Atlantic colleagues and the member for St. John's East know well that to overcome our demographic challenges and grow our economy, immigration is essential. Immigration expands economic opportunities for all Atlantic Canadians. Since its launch, the Atlantic immigration pilot has matched 1,700 employers with over 1,800 newcomers and their families who are putting their skills to work to grow local businesses.While the Conservatives are busy Scheer-mongering, our government is busy accepting newcomers who are growing Atlantic Canada--

Mr. Speaker, Canada certainly supports an effective rules-based international order. We believe that the joint comprehensive plan of action is essential to prevent Iran from developing nuclear weapons capability and to ensure greater regional and global security.The JCPOA is not perfect but it has helped curb a real threat to international peace and security. We certainly regret the decision of the U.S. to withdraw from the deal, but we will continue to work with our allies and partners, internationally and here at home, to hold Iran to account.

Mr. Speaker, we condemn all violations of human rights and call for their protection, both at home and abroad. Canada expects the end-user of all exports to abide by the end-use terms of the export permits. Canada has directly engaged Saudi Arabia to underline the importance of ensuring that its security operations respect international human rights law. We have engaged repeatedly with Saudi leaders and authorities on the protection of human rights, and we will continue to do so.

Mr. Speaker, the government remains committed to seeing the world free from nuclear weapons, and global disarmament is certainly our goal. The UN treaty that was negotiated was done so without the participation of nuclear weapons states, meaning it will not disarm a single nuclear weapon. Our position is the same as our NATO allies such as Germany and Norway. Remember, in 2016, Canada rallied 159 states to help pass a treaty to see a fissile material cut-off. This is real and concrete work, and I hope the member opposite will support us in that effort.

Mr. Speaker, our government stands firmly in solidarity with the people of Ukraine.The minister reiterated this when she met with the President and Foreign Minister of Ukraine just last week at the Munich security conference. The annexation and invasion of Crimea was an illegal act. We say that to the world, and we say that to Russia.The Minister of National Defence and the Minister of Foreign Affairs are reviewing Operation Unifier. We will always be a friend and steadfast ally of Ukraine.

Mr. Speaker, we welcome the release of Mr. Rae's report and the recommendations contained within. We have certainly remained seized by the unacceptable persecution of hundreds of thousands of Rohingya people. These are clear crimes against humanity, which is why we have sanctioned a key military leader responsible for these crimes. In addition, Canada has been one of the top donors to this crisis. Since the beginning of 2017, we have allocated nearly $46 million of humanitarian aid. We will be assessing the recommendations in this report and will have a reply in the coming weeks with further measures that Canada will take.

Madam Speaker, we are certainly following the situation in North Korea and the provocative actions coming out of that region. Let me be clear. The member opposite should know full well by now that our government sees human rights as foundational in all of our international engagements. We will ensure that we continue to espouse human rights in any and all relationships, including rule of law and pacifism around the world. We remain concerned with the situation in North Korea, and certainly our minister is monitoring that closely.

Mr. Speaker, it is important for Canadians to know, even if the opposition does not want to hear it, that this government believes firmly in the role that Canada will play in peacekeeping operations. That is why we committed a half a billion dollars and 600 troops to re-engage in peacekeeping operations. Our women, peace, and security agenda is an important part of that commitment. We will make sure that women in Canada and around the world play a role in military and civilian peacekeeping operations.

Mr. Speaker, in regard to the concern from my friend, I want to assure her and all Canadians that we are working hard to ensure that our children inherit a world free from nuclear weapons, but that requires real concrete action. That is what Canada is doing for the first time ever. Let me be clear, that it was the first time ever that Canada rallied 177 states to support a resolution calling for a fissile material cut-off treaty. This is genuine and tangible change, and this will help phase out nuclear weapons and allow us to get to a world free from nuclear weapons for our children.

Mr. Speaker, the women and men of the Canadian Armed Forces are among our country's greatest assets and parliamentarians often wish to visit military bases such as Base Gagetown in the riding I represent, to establish relationships and learn about our Armed Forces. The previous government restricted members' access by requiring ministerial approval for such visits, significantly hampering opposition members.Could the Minister of National Defence share what measures he has taken to improve access to military bases for all parliamentarians?

Mr. Speaker, the question of how to effectively apply sanctions for human rights abuses and for foreign corruption was among the issues examined by the Standing Committee on Foreign Affairs and International Development, in which the member opposite served.We welcome the committee's report and recommendations, including the recommendations pursuant to Magnitsky concerning sanctions for human rights violations. However, our position on Russia is clear. We have implemented more sanctions than the previous government.

Mr. Speaker, I will reply in our other official language this time. The use of the promotional item in question was at the discretion of our Canadian missions in the United States. They have been asked to no longer use it for their events.Regardless, under this government, Canada is re-engaging in the world to champion Canadian values. This includes taking all opportunities to engage with our international counterparts, including the United States, our international friend and ally.

Mr. Speaker, again, I reiterate that the chemical weapons attack last week was a war crime.Canada has been, and remains, a significant player in the region, both militarily, diplomatically, and on the humanitarian front. We have committed $1.6 billion to the region, to be there to help the must vulnerable who are in that part of the world. We continue to work closely with international partners.Last week the minister participated in the Brussels conference on the future of Syria. Today she has gathered in Italy with other G7 foreign ministers. We have welcomed over 40,000 Syrian refugees and continue to stand up for their brothers and sisters in that war-torn part of the world.

Mr. Speaker, New Brunswickers and Canadians across the country want to help the people of Fort McMurray in northeastern Alberta who are still suffering from the tragic forest fires.With Base Gagetown in the riding I represent, I am reminded daily that the women and men of the Canadian Forces are no exception. Can the Parliamentary Secretary to the Minister of National Defence update this House on the contributions being made by the Canadian Forces to the firefighting efforts?

The minister raised these concerns with the Saudi foreign affairs minister.As I said, we will always promote and stand up for the rights of women and girls here in Canada and abroad.

This government remains firm in its position that we must promote human rights around the world and we make that known in every one of our conversations with our international counterparts.

Mr. Speaker, I reiterate that this government is unequivocal in its support for Ukraine.We have condemned the illegal annexation of Crimea in the strongest terms. The minister reiterated this just last week with the Foreign Minister and the President of Ukraine in Munich.We stand with the people of Ukraine. We have always been a friend and steadfast ally of Ukraine, and we will continue to be so.

Mr. Speaker, I cannot speak about the specifics of this case due to privacy laws, but I can assure my hon. colleague that like all matters that deal with inter-country adoptions, we take all cases seriously. In all cases of inter-country adoptions, our first priority is the health and well-being of the children involved. International adoptions are governed by strict rules and we must comply with the rules of both the sending and the receiving country.

Mr. Speaker, everybody in this government is seized with the issue of the Rohingya. We know that the responsibility for ending the persecution of the Rohingya falls squarely upon the commander-in-chief, the military leadership in Myanmar, and Aung San Suu Kyi. On September 30, the minister spoke directly with the commander-in-chief, and the minister said to him that the violators of human rights must be held accountable, humanitarian access into the region must be permitted, and the Annan report must be implemented. Canada's ambassador to Myanmar has joined 50 other foreign ambassadors to visit the Rakhine State. We continue to be seized with playing a role in resolving this situation.

Mr. Speaker, our government is a tireless advocate for the rights of the LGBTQ2 community, both at home and abroad. We raise these issues everywhere we go around the world.We have introduced legislation here at home to protect the rights of transgender and gender-diverse Canadians. We have appointed a special adviser on LGBTQ2 issues. We are co-chairing the Equal Rights Coalition, which is advocating for the rights of the LBGTQ2 community abroad. We have prioritized LGBTQ2 refugees as part of our initiative to resettle 50,000 Syrian refugees in Canada.We are on the record everywhere we go, standing for the rights of this vulnerable population. We continue to do that.

We are also providing over $290 million to support NGOs, UN partners, and the Red Cross to deliver life-saving assistance in Syria. The murderous Assad regime must end the deliberate targeting of civilians.

Madam Speaker, certainly the protection of human rights is an integral part of our foreign policy. Canada and China are not extradition partners. There are no extradition negotiations.As with all cases internationally, our government has a firm commitment to the protection of human rights. The rule of law and due process will continue to be paramount in all our engagements.

Mr. Speaker, we are absolutely committed to an export control system that is rigorous, that is transparent, and that is predictable. Our government is taking steps to further strengthen the export regime. We have allocated $13 million to help Canada accede to the arms trade treaty. With Bill C-47, which we just spoke of, we are moving forward on a key campaign commitment to strengthen Canada's arms control regime and accede to that treaty. Bill C-47 would allow us to join our G7 and NATO allies by acceding to the treaty and playing a leadership role in regulating the trade of conventional arms around the world.

Mr. Speaker, the responsibility for ending the persecution of the Rohingya falls squarely upon the shoulders of the commander-in-chief, the military leadership in Myanmar, and Aung San Suu Kyi.On Saturday, September 30, the minister spoke directly with the commander-in-chief. The minister said to him directly that violators of human rights must be held to account, humanitarian access to the region must be permitted, and the Annan report must be implemented. On Monday, Canada's ambassador to Myanmar joined 50 other foreign representatives for a visit to the Rakhine State so they could see first-hand what is happening.

Mr. Speaker, I just stated clearly the position of this government. It has been the position for a long time: clear condemnation of the indiscriminate violence perpetrated by the murderous Assad regime, and that we are friends of Israel and remain friends of the Palestinian people. The member, too, has publicly condemned the recent attacks perpetrated by the Assad regime, and she has worked hard on these issues as a member on international human rights. Equally, she has done tireless work tackling issues of discrimination in all forms, including anti-Semitism. We applaud the work that she has done on this side of the floor. They are positions that this government believes in.

Mr. Speaker, the UN Security Council resolution calling for a ceasefire in Syria to allow humanitarian access must be implemented. We strongly condemn the brutal and targeted attacks against civilians, including in eastern Ghouta. It is vital that all parties respect the ceasefire unconditionally to stop the massacre of civilians and allow the delivery of humanitarian supplies. The massacre of the people in Syria must end, and Canada will continue to act and add voice on this issue, including funding first responders in eastern Ghouta such as the White Helmets.

Mr. Speaker, our government, and I believe all Canadians, are appalled by the abhorrent statement of the supreme leader Khamenei. Our position on Iran is clear. We oppose Iran's support for terrorist organizations. We oppose its threats toward Israel. We oppose its ballistic missile program and its support for the murderous Assad regime in Syria.For many years Canada has been, and continues to be, a steadfast friend of Israel, and we will continue to support Israel's right to live in peace.

Madam Speaker, it is imperative that people claiming asylum here can go through a regular process in accordance with the law. Claiming that the global migration of tens of millions of people was caused by a single tweet is nonsense.The Minister of Border Security recently met with Quebec's justice minister and we recently had a productive meeting with Quebec's minister of immigration, diversity, and inclusion to discuss this further and reiterate that we already committed an initial sum of $36 million to help Quebec carry out—

Mr. Speaker, the member should know that we are absolutely committed to the defence of human rights at home and abroad. We deplore human rights abuses everywhere around the world. Canada expects the end-user of any and all exports to abide by the end-use terms in issued export permits. The minister has asked for a review of the situation and officials have been actively seeking further information on the allegations. I can confirm that no new export permits have been issued for vehicles to Saudi Arabia. We have expressed our concern to the Kingdom of Saudi Arabia and its security operations that they respect international human rights law.

Mr. Speaker, Canadians across the country remember the contribution of Lester B. Pearson toward peacekeeping. We are proud of our history and the role we played in peacekeeping operations. We know that Canada—

Mr. Speaker, we are certainly proud to have the opportunity to welcome world leaders to the beautiful region of Charlevoix for the G7 meeting. As I had the opportunity to explain to my colleague across the way yesterday, the compensation policies for local businesses affected are the same as they were under the Conservatives during the G7 in 2010. We know that the residents of Charlevoix are also proud to welcome this fine meeting and we are all proud as Canadians to be hosting it.

Mr. Speaker, the rights of indigenous people need to be respected. That is the government's position. That is why Canada shared a document concerning a chapter on indigenous people with the United States and Mexico. We continue to work with them on this important issue. Promoting a chapter on indigenous people in a trade agreement is a first for Canada, and we are proud to work in this direction.

Mr. Speaker, we know that the former government's policy of isolation was not in the best interests of Canada nor was it in the best interests of Iranians. The best way to advance human rights and consular issues in Iran is by speaking directly with the regime. Let me be clear. We oppose Iran's support for terrorist organizations, its threats toward Israel, its ballistic missile program, and its support for the murderous Assad regime in Syria. By raising these issues directly, we are holding Iran to account. The minister has done that. We will continue to do that in the best interests of all Canadians.

Mr. Speaker, once again, the hon. Stéphane Dion has always fought for a better Canada, a greener Canada, a more united Canada, and a stronger Canada. He is extremely competent, talented, and progressive.The European Union and Germany are good friends and allies. As the Prime Minister emphasized in his speech before the EU Parliament last Thursday and during his bilateral visit to Germany, Canadians can rest assured that Mr. Dion will proudly represent Canada throughout the world.

Mr. Speaker, while the Conservatives shamefully try to turn Canada's support for Israel into a partisan issue, I will repeat the long-standing position of consecutive governments of Canada, both Liberal and Conservative, that Canada is a steadfast friend of Israel and a friend of the Palestinian people.Hamas has been designated as a terrorist organization since 2002. That is a position our government continues to hold. We strongly condemn its culture of violence, its threats towards Israel, and its acts of terrorism. Our call for an investigation into the situation in Gaza includes reports of incitement by Hamas.

Mr. Speaker, all the members of the government are proud to be hosting world leaders in the beautiful region of Charlevoix for the G7 summit, which is taking place today and tomorrow. The Prime Minister has met with local officials, mayors, and businesses that could be affected by the summit. We know that the people of Charlevoix are equally proud to be hosting the world. Madam Speaker, it is important that we, as a federal government, work in close collaboration with our provincial counterparts, and that is just what we are doing with the Quebec government regarding the situation with asylum seekers.We have already committed $36 million to the Quebec government, and we are going to continue our discussions so we can ensure that asylum seekers have a system where they can get a decision in accordance with the law.That is what we are committed to doing with the Quebec government.

Mr. Speaker, Canadians know that our nation's audiovisual and arts and culture promotion sectors are important to our economy.Yesterday the Minister of Canadian Heritage signed an audiovisual coproduction treaty with the Ambassador of Ireland to Canada.Can the minister explain how that will benefit Canada's audiovisual industry?

Mr. Speaker, I have had the opportunity to get up in this House many times to talk about how proud our government is to see Bill C-47 move through Parliament so Canada can accede to the ATT. Here is what Bill C-47 would allow Canada to do. It would allow Canada to set an example for countries that do not have effective arms controls. It would enshrine international human rights law and gender-based violence, in law, as criteria for arms exports, and it would control arms brokering. It would allow Canada to do all of that, and the NDP voted against it all as well.

Mr. Speaker, I would like to reiterate what I just said about how proud we are to welcome world leaders to the beautiful Charlevoix region for the G7 summit this week.The Prime Minister met with local leaders, first nations communities, and local residents to ensure that the meeting this weekend goes well. We know that residents of Charlevoix are proud to host this meeting. What is more, policies have been in place for a long time regarding compensation for local businesses related to this event.

Mr. Speaker, I will say one final time that Canada's position is strong and clear. We condemn the use of chemical weapons by the murderous Assad regime. The Assad regime must end the indiscriminate violence against its own people and it must engage in meaningful negotiations.

Mr. Speaker, the member would know that now more than ever, Canada needs to be heard around the world, and that a seat on the Security Council would be an important avenue for us to share and advance the goals that Canada has for the world. These are goals like inclusive and accountable governance, and respect for diversity and human rights, including the rule of law. This is the world which we are working towards, and a Security Council seat is an important avenue to get there.

Mr. Speaker, we were proud to put in place yesterday our second three-year immigration plan that would see immigrants to this country rise over the next number of years. That will contribute to the economic success of our country. That will contribute to jobs for middle-class Canadians. We believe that newcomers to Canada contribute to the economic success of our country. It is a principle that the Conservatives do not believe in. They believe in spreading fear and division and dog whistling at Canadians. We will grow the economy. We will bring newcomers into Canada and they will contribute to the economic vitality of our great country.

Mr. Speaker, of course the government is concerned by any and all allegations of human rights violations in Chechnya, Russia, including to the LGBTQ2 community. Support for LGBTQ2 rights is a priority for our government, which is why the Prime Minister appointed a special advisor for LGBTQ2 issues. Our government strongly stands up for those rights in Canada and around the world. LGBTQ2 rights have no border, and they must be respected and promoted everywhere. The LGBTQ2 community in Russia, including Chechnya, can count on Canada's strong support.

Mr. Speaker, it is important to note that negotiations with our American counterparts have not yet begun. The minister met with Paul Ryan and other members of the American legislature. We are emphasizing just how integrated our economies are and how they support millions of jobs on both sides of the border. We always have the best interests of Canadians and our dairy producers in mind in our conversations, and I am sure that no one here would want us to reveal our hand prematurely.

Mr. Speaker, when in Washington, the minister met with Secretary of State Rex Tillerson, House Speaker Paul Ryan, and senators John McCain, Bob Corker, and Ben Cardin. The minister made it clear that Canada is strongly opposed to any imposition of a new tariff between Canada and the United States. I am sure that every member of the House agrees with us on that point.

Mr. Speaker, we know that Canadian men and women have an important role to play on the international stage. When it comes to peacekeeping operations, Canadians will play a leadership role in building a more peaceful world.

Mr. Speaker, I thank my colleague from Ottawa West—Nepean.We are proud of what the former Liberal government did under the leadership of Lloyd Axworthy, and we remain committed to the elimination of land mines around the world.We have seen significant results since December 3, 1997, when the Ottawa Treaty was signed, including the destruction of 51 million landmines worldwide, and just today, our minister announced $12 million to pursue Canada's goal of ridding the world of landmines.We are always willing to work with our international partners to continue to strive for a mine-free world.

Mr. Speaker, the member opposite knows that Canada is a steadfast ally and friend of Israel, and a friend of the Palestinian people. That is a long-standing policy of the Government of Canada. If the member opposite is looking for a reply to correspondence she sent to the ministry, I am happy to speak with her on a whole range of issues. She knows she can come and find me at any time at the conclusion of question period today.

That is why we have committed half a billion dollars and promised troops for peacekeeping missions.Last week, we announced an ambitious action plan to integrate gender equality into peace and security efforts. We are proceeding with caution, as Canadians expect.

Mr. Speaker, the hon. colleague across the way knows that this government is vigorously defending the interests of our industry, and that just last month the minister had a call with her provincial and territorial counterparts on that file. The government remains very much engaged in that matter.We continue to raise this important issue with our U.S. counterparts, as the Prime Minister did in Washington and with the President over the phone, and as the Minister of Foreign Affairs has done with both Secretary Tillerson and Secretary Ross. We are looking for a good deal, not just any deal.

Mr. Speaker, as I was saying, our relationship with Germany and the European Union was evident in the Prime Minister's visit last week.We know that Monsieur Dion is extremely competent, talented, and progressive, and that Canadians can be assured that he will fiercely represent Canada and strengthen our relationship with both Germany and the European Union.

Mr. Speaker, our competitive edge is dependent on smart increases to immigration, something that this government has done and will continue to do. However, someone is telling the Leader of the Opposition that we need fewer immigrants in Canada. Who is it? It is not families who were separated for seven years under Stephen Harper. It is not universities that see the $15 billion in our economy from international students. It is not businesses that want more immigrants to create another million jobs across the country. Who is telling the Leader of the Opposition to cut immigration? Who is whispering in his ear?

Mr. Speaker, once again, we have been clear in our condemnation of the use of chemical weapons against the people of eastern Ghouta. We supported the decision of the United States, the United Kingdom, and France to take measures to weaken the Assad regime's ability to launch chemical attacks against its own people. We condemn the Assad regime and its supporters, Russia and Iran, for these repeated human rights violations and the deliberate targeting of civilians.

Mr. Speaker, our government has been clear in its position of condemnation against the Assad regime's use of chemical weapons and its indiscriminate violence against its own citizens. We have been clear that it must end and that they must engage in meaningful negotiation. We have been equally clear on our position that Canada is a steadfast ally and friend of Israel and of the Palestinian people. We are committed to a just, lasting, and durable peace in the Middle East, including the creation of a Palestinian state living side-by-side in peace with Israel.

Mr. Speaker, we believe it is important to share the successes that newcomers are contributing to communities right across the country, and we are proud to do so. Canadians understand that when newcomers come into their communities, they set up businesses, they provide jobs for middle-class Canadians, they help our economy grow. We will continue to focus on the economic success of our country through immigration. It is rich for the party opposite to talk about immigration in positive terms after it failed on the immigration front for close to 10 years. We believe in economic success in our country, growth for the middle class, and that happens through increased immigration.

Mr. Speaker, Canada has a proud history of peacekeeping, and our government knows how important it is for Canadians, for us to re-engage in that leadership role in a modernized view of how peacekeeping is done through the United Nations.We committed personnel and $500 million to re-engage and take on a leadership role in peacekeeping operations. Last week, we announced an ambitious action plan that talks about gender equality in all of our engagement and fragile states, including in police and military deployments.Canada will re-engage in a leadership role in peacekeeping operations around the world.

Mr. Speaker, our government is aware of the situation. It is very concerning to us, and certainly we strongly condemn the actions of the Russian-backed separatist forces in Ukraine.The minister is in close contact with the ambassador in Kiev and recently spoke with the Ukrainian foreign minister, Pavlo Klimkin. The minister also discussed the situation in Ukraine with Secretary of State Tillerson and Senator John McCain in Washington. Both the Minister of National Defence and the Minister of Foreign Affairs are currently evaluating how best to help our friend and ally, Ukraine, including through Operation Unifier.

Mr. Speaker, in regard to the concern from my friend, I want to assure her and all Canadians that we are working hard to ensure that our children inherit a world free from nuclear weapons, but that requires real concrete action. That is what Canada is doing for the first time ever. Let me be clear, that it was the first time ever that Canada rallied 177 states to support a resolution calling for a fissile material cut-off treaty. This is genuine and tangible change, and this will help phase out nuclear weapons and allow us to get to a world free from nuclear weapons for our children.

Madam Speaker, my hon. colleague from Nepean and all Canadians can expect good news on November 1. It is clear that the hon. member understands that a strong immigration plan is key to driving economic growth and creating good middle-class jobs for Canadians.That is why our government will continue to recruit top global talent, why we will resettle the world's most vulnerable, and why we will reunite families again, cleaning up the backlog left to us by the Harper Conservatives. We will build upon the record $30 billion contributed to Canada by international visitors and students last year alone.

Mr. Speaker, we welcome the release of Mr. Rae's report and the recommendations contained within. We have certainly remained seized by the unacceptable persecution of hundreds of thousands of Rohingya people. These are clear crimes against humanity, which is why we have sanctioned a key military leader responsible for these crimes. In addition, Canada has been one of the top donors to this crisis. Since the beginning of 2017, we have allocated nearly $46 million of humanitarian aid. We will be assessing the recommendations in this report and will have a reply in the coming weeks with further measures that Canada will take.

Mr. Speaker, we know that immigration is key to economic growth across Canada, including in Quebec. We know that client service is important and that we need staff all over the province to help solve this problem. We are working hard with Quebec to resolve the province's labour shortage. Immigration is important to economic growth in Quebec and in Canada as a whole, and the government will keep working to achieve better results.

Mr. Speaker, my colleague across the way knows how strongly this government condemns the use of chemical weapons by the Assad regime on people in eastern Ghouta. We have supported the decision by the United States, the United Kingdom, and France to take action to degrade the Assad regime's ability to launch chemical weapon attacks against its own people. We continue to work closely with our allies in the international community on this and many other issues that concern the Syrian regime and security for the people of Syria. We are providing vital support to the fact-finding mission in Syria and humanitarian efforts. We condemn the Assad regime and its backers, Russia and Iran, for repeated violations of human rights.

Mr. Speaker, I have had the chance to stand twice now and I will do it a third time to reiterate this government's clear position of condemnation against the use of chemical weapons by the Assad regime. We have been clear that the Assad regime must end its indiscriminate killing of its own citizens and engage in meaningful negotiation to achieve a just and lasting peace in Syria. We have been clear from the very beginning, and we will continue to condemn the use of chemical weapons and the indiscriminate killing of citizens done by the Assad regime.

Mr. Speaker, we have been abundantly clear that we oppose and condemn the murderous Assad regime and its indiscriminate violence perpetrated against its own civilians, including the use of chemical weapons. Equally, we have said many times that we are a friend of Israel and a friend of the Palestinian people, and that Canada is committed to the goal of a comprehensive, just, and lasting peace in the Middle East, including the creation of a Palestinian state living side by side at peace with Israel. I know that these are positions which my colleague, the member on this side of the floor, shares as well.

Mr. Speaker, I would remind members of the House that the former Conservative government allowed the agreement to lapse. Our government is vigorously defending the interests of Canadian softwood lumber workers and producers.We have a two-pronged approach, and the Minister of Natural Resources has announced the creation of a federal-provincial task force. We will continue our discussions with the United States, just as the Prime Minister did last week in Washington and yesterday by telephone. We are looking for a good agreement, and not just any agreement.

Mr. Speaker, as I just said, the best way to advance human rights and consular issues in Iran is by speaking directly with the regime.We will continue to oppose Iran's support for terrorist organizations, its threats towards Israel, and its ballistic missile program. Mr. Speaker, I know my hon. colleague across the way will stand with me and share condolences to the Muslim faith community in Quebec and right across the country today.I remind him that Canada has stepped up to the plate and is providing urgent humanitarian support to the Rohingyas, $4.3 million alone in 2016. The government of Myanmar must do everything in its power to end this violence, allow full access to humanitarian aid, and find the solution for the long term.

Mr. Speaker, Canada strongly supports worldwide nuclear disarmament and continues to support efforts in that area. We recently announced an additional investment of $1.5 million to support the International Atomic Energy Agency in its important work. We are fully committed to making meaningful progress toward a nuclear weapons-free world, and that includes our work toward a treaty to ban nuclear weapons. That is the firm stand that Canada has taken on this issue.

Mr. Speaker, the Conservatives continue to make Canada's long-standing steadfast support for Israel a partisan issue despite being told not to do so. Canada has long been a friend of Israel and we believe that resolutions at the UN should accurately reflect the situation on the ground. That is why Canada supported a U.S. amendment to yesterday's resolution that would have explicitly referred to the role of Hamas in the situation in Gaza. Hamas is a terrorist organization, and Canada calls on the international community to stand up to Hamas. Hamas must end its incitement of violence against Israel.
