Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs.The government has kept its promise and launched a much needed and long overdue national inquiry into missing and murdered indigenous women. The minister has appointed a commission to lead this inquiry, and although all of its members are extremely qualified, Inuit organizations have said they are concerned by the lack of Inuk representation. The minister has committed to including the Inuit perspective. Could she explain exactly how the Inuit perspective is going to be considered?

Qujannamiik uqaqti. Mr. Speaker, my question is for the Minister of Indigenous Services. The government has split Indigenous and Northern Affairs Canada and designated a minister of indigenous crown relations and northern affairs and a minister of indigenous services. While touring my riding, I heard concerns that this decision will only add another layer of bureaucracy and make it even more difficult to deliver on pressing issues like Nunavut's suicide rate and the lack of mental health services.How will the split of the department help solve these and other issues that Nunavummiut currently face?

Mr. Speaker,[Member spoke in Inuktitut]My question is for the Minister of Families, Children and Social Development. This is in follow-up to my question last week. I do not believe that the minister grasped the severity of Nunavut's housing shortage. Yes, $240 million has been allocated. It sounds like a lot, but it is over 10 years. That is 48 new houses per year for the entire territory, which is less than two per community. This is a crisis. Overcrowding is contributing to high rates of youth suicide and tuberculosis. No Canadian should live like this. I ask again, will the minister take immediate action to work with the Government of Nunavut to solve this crisis?

Mr. Speaker, when that vessel was reported, the Coast Guard was deployed to respond to a pollution threat by the Silver King. It began pumping water from the vessel and concluded that the vessel was no longer seaworthy and was beyond repair. It moved the vessel to a different location, and prior to deconstruction scheduled for later this month, the vessel will be cleaned and hazardous materials and potential pollutants will be removed.

Mr. Speaker, qujannamiik uqaqti . My question is for the Minister of Indigenous Services.Last week, I asked the Prime Minister a question regarding the recent declaration of crisis by two communities in my riding, declarations that stem from a lack of mental health services and an increase in suicide attempts.Although I appreciate the answer provided, the funding mentioned is not solely intended for mental health support. Like other existing funding, it fails to address the need. These crises demonstrate that.Will the minister commit to funding the mental health service and support needed by Nunavummiut?

Mr. Speaker, I think one of the main priorities and mandates of the Canadian Coast Guard is to protect our marine environment. I want to take this opportunity to assure the member, all members of this House, and the public that the Kathryn Spirit is not discharging any pollutants. In fact, the Quebec ministry of environment has confirmed that there is no risk of contamination. We will continue to work with our partners to mitigate any risks that fall within our jurisdiction.

Mr. Speaker, my question is for the Prime Minister.His apology for abuse suffered 70 years ago by Inuit TB patients was appreciated.Today the rate of TB among Inuit is 290 times that of non-indigenous Canadians, and we know why. A severe shortage of housing creates overcrowding and that is a major cause of TB in Nunavut.Previously announced funding, although sounding good, does not even provide for two houses per community per year. Will he commit to action today and provide adequate funding to alleviate this severe housing crisis and make a real difference?

[Member spoke in Inuktitut] [English] Mr. Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs. The Nunavut Planning Commission is audited annually, yet over the past three years it has been subjected to two additional audits at the direction of the implementation branch, all of which consumes valuable time and resources. It has been reported that the most recent audit again gave the commission a clean bill of health, and concluded that it was underfunded.Given this conclusion, will the minister instruct her bureaucrats to stop wasting resources, increase the funding, and let the commission get on with its very important work?

Qujannamiik uqaqti. Mr. Speaker, my question is for the Minister of Public Services and Procurement. On February 16, a letter signed by all indigenous members of Parliament was received by the minister requesting that the name of Langevin Block be changed. This request has been made because we believe that the building that houses the Prime Minister's Office should not be named after a key architect of the devastating Indian residential school system. Could the minister provide the House with an update as to the status of this request?

Mr. Speaker, my question is for the Minister of Families, Children and Social Development.Canadians would be horrified and embarrassed to see the third world conditions that many people in Nunavut are living in. Our housing shortage has reached a crisis point. Overcrowding is contributing to high rates of youth suicide and tuberculosis. The housing allocation in the last budget does not even begin to address the current crisis or meet the annual labour force growth. Will the minister immediately increase funding to alleviate this crisis and work with the Government of Nunavut on an appropriate allocation for the 2019 budget?

[Member spoke in Inuktitut][English]Mr. Speaker, my question is for the Prime Minister. Two communities in my riding have recently declared that they are in crisis. These declarations stem from the fact that there are too few mental health supports and an increased number of suicide attempts. Of the recent $118 million announced for first nations and Inuit mental health, Nunavut receives only $500,000 annually, despite the fact that the suicide rate is 10 times the national average. The current government has sent additional support to first nations communities in crisis. Will the government do the same for Inuit communities?

Madam Speaker, my question is for the Minister of Indigenous Services. When it comes to health care, Nunavummiut do not get the same level of support from the federal government as other Canadians. The national average for federal support is 20%. Nunavut receives less than 10%. As a consequence, the Government of Nunavut is forced to pick up the tab for programs for which the federal government is responsible. The GN spends in excess of $50 million a year above what it is funded to administer the non-insured health benefits program. Does the Minister of Indigenous Services think this fair and will he work with the Government of Nunavut to fully fund the administration of this program?

Mr. Speaker, [Member spoke in Inuktitut][English]My question is for the Prime Minister. His government has refused to include the Government of Nunavut as a signatory to two Dene treaties. These treaties will infringe on and limit the territorial government's legislative authority. Observer status just does not cut it. The Government of Nunavut has to be a full participant. As the premier has said, the Government of Canada cannot simply shove this agreement down Nunavummiut's throat. This is unprecedented.Will the Prime Minister tell this House why his government has excluded the Government of Nunavut as a signatory to these important treaties?

Mr. Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs.Since it launched in 2011, successive governments have spent over half a billion dollars on the nutrition north program. In that time, the number of households in Nunavut affected by food insecurity has risen from 33% to over 50%. With results that bad, we should call it the Phoenix food program.Nunavummiut wants answers. Will you open an inquiry into nutrition north so we can understand why it has failed so spectacularly and find a way to ensure food security for our communities?

Qujannamiik uqaqti. Mr. Speaker, when meeting with the Daughters of the Vote in the House this Wednesday, the Prime Minister reiterated how past governments have failed indigenous people. Now is the time to right these wrongs. The Government of Nunavut has submitted two investment requests to address Nunavut's immediate need for housing and energy generation infrastructure. Will the minister commit to ensuring that Nunavummiut receive this much needed funding? Qujannamiik uqaqti.

Mr. Speaker, my question is for the Prime Minister.Recently, the government generously funded ITK to tackle critical issues facing the Inuit in Canada, like housing and health care. The problem is the majority of Canada's Inuit live in Nunavut. The Government of Nunavut has been cut out of the strategic planning and cut off from the funding. The Government of Nunavut is responsible for the delivery of programs and services, not ITK. Therefore, this makes no sense whatsoever. Why has the Prime Minister failed to deal directly with the Government of Nunavut to ensure it has the resources to tackle these issues?

Mr. Speaker, my question is for the Minister of Indigenous Services. Last year, an INAN committee report, titled “Breaking Point: The Suicide Crisis in Indigenous Communities”, made several recommendations. One recommendation was that the government increase infrastructure funding to address mental health and substance abuse issues. Tragically, my riding has the highest suicide rate in Canada, yet there is not one federally funded addictions and mental health facility in the entire territory. Will the minister help alleviate this crisis and commit funding for mental health and addictions facilities in Nunavut?

The additional funding and other changes are welcome. However, the government has failed to fix the biggest problem with the program: its transparency and accountability. For example, the department has admitted the program subsidy received by some retailers is higher than the freight rate they are paying, which is why Nunavummiut believes some retailers are unjustly profiting from the subsidy.Will the minister commit to finally fixing this problem before the spring budget?

Qujannamiik uqaqti.Madam Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs. While I was visiting communities in my riding, many constituents expressed concerns about Nunavut's outdated power plants. More than half of Nunavut's power plants have exceeded their operational lifespan, putting communities at high risk. They are also 100% reliant on diesel fuel, outdated, and inefficient.Given the government's mandate to encourage the use of clean technology and reduce harmful greenhouse gases, how does the minister plan to work with the Government of Nunavut to address this urgent concern?

Madam Speaker, I wish a happy Friday to everybody.I would like to thank the member for her question, and I could not agree with her more; it was an issue that was totally ignored by the previous government. I would like to inform the member and this House that actually yesterday I signed off on a whole bunch of those things, and we are addressing the backlog that is there.

Mr. Speaker, my question is for the Minister of Public Services and Procurement.In February, I and other indigenous members of Parliament, in the spirit of reconciliation and goodwill, sent a letter to the minister asking that the Langevin block be renamed. There is a compelling social justice reason for this name change. Hector Langevin was the key architect of the disastrous residential school system, which is a system that has had a devastating and lasting impact on indigenous culture and heritage. Given the government's commitment to truth and reconciliation, when can we expect a response to our letter?

Mr. Speaker, as the government House leader said, it is really hard to take ethical advice from that side of the House. I am sure all Canadians would agree with that. As the House leader said, if opposition members believe they have something other than standing here in question period trying to make people look bad, why do they not file a complaint?

Mr. Speaker, my question is for the Minister of Intergovernmental and Northern Affairs and Internal Trade. It was recently announced that the long-awaited Arctic and northern policy framework may finally be ready for release in June. Past actions by the government affecting indigenous people, like the Indigenous Languages Act and the draft indigenous child welfare act, have been more showpiece than substance, more buzzwords than actual impact. Will the minister assure the House that this new policy framework will actually have the teeth to effect meaningful change?

Mr. Speaker, I have asked several questions in the House regarding the promised changes to the nutrition north program, which the minister has publicly stated is failing northerners. Last May, the response was that the new program would be launched very soon. In September, the response changed to “we intend to get it right this time”. In December, it was “we're considering all feedback”.In budget 2018, there is not one mention of nutrition north. It seems with more time there is less progress. Why is the government continuing to fail Nunavummiut by not fixing this broken program?

[Member spoke in Inuktitut][English]Mr. Speaker, the Minister of Indigenous Services will be aware that in my riding of Nunavut, there is not one mental health and addictions treatment facility. The need for such a facility has been well documented and is exemplified by the highest rates of suicide in the nation and alcohol and drug addiction. The Government of Nunavut has recognized this need and has identified it as a priority. The previous minister stated in the House that she had heard the call for a treatment centre and looked forward to moving forward with this work. Will the minister commit to funding this much-needed centre?

Mr. Speaker, my question is for the Prime Minister. It was one of the proudest moments of my life when I was elected to the first Legislative Assembly of Nunavut. There was such hope and promise.However, fast-forward 20 years, and life is not better for Nunavummiut. For many, it is worse. Nunavut only works if we can build a sustainable economy, and we can only do that with the support that was promised by the federal government. It will take massive investments in infrastructure, housing, roads, ports and connectivity. Will the Prime Minister finally work with the Government of Nunavut and fulfill the commitment Canada made 20 years ago, or do we have to wait another 20?

Mr. Speaker, my question is for the Minister of Finance.The current funding formula for Nunavut falls short, making it difficult for the territorial government to adequately provide basic services. I have raised this concern on numerous occasions, and for good reason. Just look at the stats: only 35% of students graduate high school, the suicide rate is ten times the national average, and the core housing need is three times the national rate, and there are many more.Will the minister commit to working with the territorial government to adjust the formula to more of a needs-based approach?

Mr. Speaker, my question is for the Minister of Families, Children and Social Development.Campaign 2000's 2018 report card, released this week, shows that Nunavut's child poverty rate remains the highest in Canada: 34.8% for children under 18, and a staggering 42.5% for children under the age six. It cites systemic underfunding of programs and services for indigenous children as an underlying cause of this extreme poverty.Will the minister work with the Government of Nunavut and provide funding based on actual needs, as the government has for first nations children?

Mr. Speaker, as the member knows and we agree, the Fisheries Act is an essential tool to support conservation and protection of fish and fish habitat and the sustainability of fisheries. I take very seriously my mandate to restore the lost protections of the Fisheries Act and look forward to consulting with scientists, environmentalists, and indigenous people in finding the best path forward to safeguard our oceans and waterways. We are currently looking at options to move forward. I want to assure the member and everyone that we will do it and we will do it right.

Mr. Speaker, my question is for the Minister of Transport.In May, the Auditor General released a report highlighting Transport Canada's failure to show leadership when addressing the infrastructure needs of Nunavut airports. Our airports do not meet Canadian safety standards. They lack safe runways, adequate lighting, and vital weather and navigational aids. I have seen this first-hand, because I have been in every airport in Nunavut. It is the only way to access our communities and transport essential goods and services. This is simply unacceptable.Will the minister commit to taking the lead and address these urgent infrastructure needs?

Mr. Speaker, with respect to another birthday, I am proud to rise today on the 54th birthday of the Canadian Coast Guard. I would like to take this opportunity to wish all of the dedicated women and men of the Canadian Coast Guard a happy birthday.I want to reassure the member and the public, as I did yesterday, that at the moment the Kathryn Spirit is not discharging any pollutants. I have and will be working with my colleague and seatmate, the Minister of Transport, to assess the situation and we will develop plans as we move forward.

Mr. Speaker, my question is for the Minister of Transport. The changes Transport Canada is proposing to flight crew work hours and rest periods threaten the very survival of small airlines that serve communities in my riding. For all of these communities, air is the only link. Given the unique reliance of these communities on air service, a one-size-fits-all approach will not work.Will the minister engage in further consultations, as requested by the Coalition of Canadian Airlines, and work with them to achieve a mutually acceptable solution that works for everyone?

Mr. Speaker, my question is for the Prime Minister.While touring my riding, many constituents expressed concerns about Nunavut's low standard of living. Currently, we are heavily dependent on federal transfers. However, access to own-source revenues would go a long way in improving this standard. The recent moratorium on oil and gas, although beneficial for the Arctic environment, also removes this potential own-source revenue.How will the Prime Minister work with the new territorial government to improve our standard of living, and achieve a stable and self-sustaining economy in Nunavut?

Qujannamiik, Mr. Speaker. My question is for the Minister of Environment and Climate Change.In the 1950s, Inuit families were split up and forcibly relocated to the shores of Resolute Bay and Grise Fiord in my riding. Recognizing the mistakes in our past is difficult. However, I believe that these tragic acts should serve as a lesson and should never be forgotten or repeated.Canada's national historic sites are areas that tell a unique story of our history. Will the minister consider recommending the sites where people were dropped off in Resolute Bay and Grise Fiord as national historic sites?

Mr. Speaker, yesterday I pointed out in my statement that last week the Prime Minister was wrong in his justification for barring the Government of Nunavut from becoming a party to the two Dene treaties. Every modern land claims agreement in Canada's northern territories has involved three parties: the indigenous group, Canada and the government of the territory where the agreement is to operate. For numerous legal and constitutional reasons, these treaties cannot be implemented without the consent of the Government of Nunavut. When will Canada stop playing the colonial master, do the right thing and invite it to the table as a party and signatory to these treaties?

Mr. Speaker, my question is for the Prime Minister. The Prime Minister's speech to the UN General Assembly stressed the humiliation, neglect, and abuse that many indigenous people have suffered as a result of colonialism in Canada. The trauma experienced by those of us who attended residential schools has resulted in transgenerational addiction and mental health issues in Nunavut. These issues have contributed and continue to contribute to a suicide rate in Nunavut that is 10 times the national average. Can the Prime Minister inform the House of the government's plan to address this crisis?

Mr. Speaker, there have been 29 deaths by suicide in Nunavut this year. In June, the Prime Minister announced $69 million in funding for immediate action on addressing our suicide crisis; $800,000 has been earmarked for this fiscal year. The Government of Nunavut has submitted a proposal that is yet to be funded. I believe that this is a result of no clear guidelines or criteria.Could the Minister of Health designate an individual to meet with the Nunavut government to ensure that this much-needed funding can be utilized before it expires?

Mr. Speaker, my question is for the President of the Treasury Board.In 1993, Canada signed the Nunavut Land Claims Agreement. Article 24.3.1 required Canada to develop and implement procurement policies to support Inuit-owned businesses. Not supporting these businesses is a barrier to building a sustainable economy for Nunavut. A court settlement in May 2015 required Canada to have these policies in place by July 31, 2016, yet it has not. Why has the government not honoured its legal obligation, and when will it do so?

Qujannamiik uqaqti. Thank you, Madam Speaker. My question is for the Minister of Health.Adequate health care funding continues to be a serious issue in Nunavut. The Canada health transfer only covers 11% of Nunavut's health care costs. This is in stark contrast to the Canadian provincial average of approximately 21%. The $35-million territorial health investment fund, which includes vital funding for medical travel, is insufficient. This disparity in health care funding between Nunavut and southern Canada is unacceptable. Does the minister plan to address this inequity in the upcoming territorial health investment fund renewal? Qujannamiik

Mr. Speaker, [Member spoke in Inuktitut .][English]My question is for the Prime Minister. Round table meetings are currently taking place to discuss Canada's new Arctic policy framework. I believe that this new policy will have a huge effect on the Government of Nunavut and will influence our capabilities for years to come. It is for this reason that the Government of Nunavut must be considered a true partner. Unilateral decisions like last year's moratorium on Arctic oil and gas are not acceptable and cannot be how Arctic policy unfolds. Will the Prime Minister ensure that the Government of Nunavut is at the forefront of any policy decisions?

Mr. Speaker, I hope members will forgive me if I seem nervous, but I have some little eyes watching me today.I would like to assure the member that I have appointed a working group which has met. The Coast Guard has presented options to the group. The group will be meeting again to come up with some options to best deal with the situation once and for all.

Madam Speaker, my question is for the Minister of Environment and Climate Change. While travelling my riding, constituents have expressed concern about carbon pricing and how it will increase our already high cost of living. The minister is aware that Nunavut is totally reliant on fossil fuels. Despite this, Nunavut's carbon footprint is only one-tenth of one per cent of Canada's carbon footprint. The Government of Canada has committed to designing a solution that accounts for our unique nature when developing carbon pricing exemptions and regulations. My question is, are there specific exemptions and regulations being developed for Nunavut?

Mr. Speaker, [member spoke in an indigenous language].My question is for the Minister of Fisheries and Oceans and the Canadian Coast Guard. In 1993, the Canadian government made a commitment to supplement the Nunavut agreement with more detailed legislation on Nunavut fisheries regulations. Nunavut Tunngavik Inc. submitted draft Nunavut fisheries regulations to the department in 2013 and presented them again in 2015.Unfortunately, progress has been slow. Will the minister commit to working collaboratively with NTI to finally develop relevant Nunavut fisheries regulations?

Mr. Speaker, the member opposite seems to be a fan of Phoebe Gilman's book, Something from Nothing. In the first 100 days of my mandate, I was very busy. I travelled from coast to coast to coast and had meetings with many key stakeholders. These individuals included provincial and territorial ministers, indigenous leaders, conservation and fisheries stakeholders, as well as industry. At the time of the these meetings, this fine individual was a public servant from my department and was attending these meetings as my acting chief of—

Mr. Speaker, as the member pointed out, at the end of the day today, Victoria will be delivering the services that were previously offered at Comox. I have full confidence that the Coast Guard will be able to continue to provide a full set of essential services at the location.I would also like to take this opportunity to thank the employees. I know consolidation has created challenges for them. I would like to personally thank the individuals who chose to stay on and relocate to another location. I would also like to thank the members who chose to leave for—

Mr. Speaker, my question is for the Minister of Infrastructure and Communities. Yesterday in the House, the minister said that he would work with Quebec and the provinces to ensure that projects were approved in time for this construction season. Nunavut has a housing crisis that is contributing to high rates of poverty, suicide and tuberculosis. The territory does not have reliable access to the Internet. We need connectivity to educate our children and move our economy forward.Will the minister extend the same courtesy to the Government of Nunavut and approve housing and connectivity projects in time for the summer construction season?

Mr. Speaker, it looks as if on Friday, today, we have found another fan of the book Something from Nothing. As minister, I and my team held many meetings with stakeholders on issues related to my mandate. The individual the member is talking about was a fine public servant at the time in my department and attended these meetings as my acting chief of staff. He was doing his job. He did it well. All the rules were followed. The system works.

The government is committed to making real progress on issues most important to indigenous peoples, including education. Targeted investments in first nations education have been made to ensure a brighter future for first nations children. Nunavut currently has the lowest graduation rate in the country, with only 35% of students graduating. This is 50% lower than the national average. How and when will similar targeted investments be made for Inuit education in Nunavut?

Qujannamiik uqaqti. Madam Speaker, my question is for the Minister of Indigenous and Northern Affairs.The broken nutrition north program continues to fail Nunavummiut. INAC released the “What we heard” report last week, which reiterates the many necessary changes that I and others have been advocating for years. It is my understanding that there have been further consultations held over the last few days. My question is not about these consultations. It is not about any future meetings or consultations.When can Nunavummiut expect the much-needed changes to the program to be made?

Mr. Speaker, I am aware of the temporary outage that happened in Prince Rupert. I want to assure all members, including the member herself, that the outage had nothing to do with the modernization of our MCTS systems. The outage was caused by a third-party landline. By the way, Comox has virtually no overlapping coverage in this sector, and it was not a factor in the situation at all.

Mr. Speaker, last December, I announced that we would be reopening Kitsilano. I am proud to say that yesterday we kept that commitment and the base became operational. We are continuing our phase-in capacity at the base. By the May long weekend, the same number of search and rescue crew will be on site at the facility as was previously.

That is what was identified by a media analysis of the spending of the current government's infrastructure program. That reporting gap was directly attributed to an ongoing failure by your department and Crown-Indigenous Relations and Northern Affairs to report details of its spending.Nunavut has a huge infrastructure gap, particularly social infrastructure. Therefore, where is the missing $700 million and why has it not been invested in these desperately needed projects?

In that time, the number of households in Nunavut affected by food insecurity has risen from 33% to over 50%. With results that bad, we should call it the Phoenix food program.Nunavummiut wants answers. Will you open an inquiry into nutrition north so we can understand why it has failed so spectacularly and find a way to ensure food security for our communities?

Qujannamiik, Mr. Speaker. My question is for the Minister of Environment and Climate Change.In the 1950s, Inuit families were split up and forcibly relocated to the shores of Resolute Bay and Grise Fiord in my riding. Recognizing the mistakes in our past is difficult. However, I believe that these tragic acts should serve as a lesson and should never be forgotten or repeated.Canada's national historic sites are areas that tell a unique story of our history. Will the minister consider recommending the sites where people were dropped off in Resolute Bay and Grise Fiord as national historic sites?

Mr. Speaker, the Minister of Intergovernmental and Northern Affairs and Internal Trade will know that the Kivalliq Inuit Association has been working very hard to advance clean energy solutions that will create economic development opportunities in the region. This work is fully supported by the Government of Nunavut.Investments to support projects like the Kivalliq hydro fibre link are fundamental to creating a sustainable economy for Nunavut. Can the minister assure us that advancing critical projects like this to grow and modernize badly needed investments in Nunavut communities will be a priority in the coming budget?

Qujannamiik uqaqti. Madam Speaker, my question is for the Minister of Indigenous and Northern Affairs.The broken nutrition north program continues to fail Nunavummiut. INAC released the “What we heard” report last week, which reiterates the many necessary changes that I and others have been advocating for years. It is my understanding that there have been further consultations held over the last few days. My question is not about these consultations. It is not about any future meetings or consultations.When can Nunavummiut expect the much-needed changes to the program to be made?

Qujannamiik uqaqti. Mr. Speaker, when meeting with the Daughters of the Vote in the House this Wednesday, the Prime Minister reiterated how past governments have failed indigenous people. Now is the time to right these wrongs. The Government of Nunavut has submitted two investment requests to address Nunavut's immediate need for housing and energy generation infrastructure. Will the minister commit to ensuring that Nunavummiut receive this much needed funding? Qujannamiik uqaqti.

Mr. Speaker,[Member spoke in Inuktitut] my question is for the Minister of Infrastructure and Communities. The minister is aware that Nunavut has very limited base infrastructure and a huge infrastructure deficit. The government committed to improving the way of life in the north and strengthening our northern communities in a joint statement on Arctic leadership by the Prime Minister and President Obama. I would like to ask the minister what his plans are for infrastructure funding in Nunavut on projects like the Manitoba–Kivalliq road. Specifically, what is the status of funding for the Grays Bay road and port project?

Mr. Speaker, my question is for the Minister of Indigenous Services. Last year, an INAN committee report, titled “Breaking Point: The Suicide Crisis in Indigenous Communities”, made several recommendations. One recommendation was that the government increase infrastructure funding to address mental health and substance abuse issues. Tragically, my riding has the highest suicide rate in Canada, yet there is not one federally funded addictions and mental health facility in the entire territory. Will the minister help alleviate this crisis and commit funding for mental health and addictions facilities in Nunavut?

Qujannamiik uqaqti. Mr. Speaker, my question is for the Minister of Indigenous Services. The government has split Indigenous and Northern Affairs Canada and designated a minister of indigenous crown relations and northern affairs and a minister of indigenous services. While touring my riding, I heard concerns that this decision will only add another layer of bureaucracy and make it even more difficult to deliver on pressing issues like Nunavut's suicide rate and the lack of mental health services.How will the split of the department help solve these and other issues that Nunavummiut currently face?

Mr. Speaker, my question is for the Prime Minister. In a speech delivered on April 7, the Minister of Indigenous Services acknowledged that Canada has failed to address the many social determinants that lead to poor health and poverty in indigenous communities. Many in my riding of Nunavut feel that Canada has failed them and continues to fail them. Funding for housing, education, infrastructure, and health services is lacking as a direct result of the per capita funding allocation. Will the Prime Minister commit his government to changing the per capita funding allocation to more of a needs-based approach?

Mr. Speaker, my question is for the Prime Minister.Recently, the government generously funded ITK to tackle critical issues facing the Inuit in Canada, like housing and health care. The problem is the majority of Canada's Inuit live in Nunavut. The Government of Nunavut has been cut out of the strategic planning and cut off from the funding. The Government of Nunavut is responsible for the delivery of programs and services, not ITK. Therefore, this makes no sense whatsoever. Why has the Prime Minister failed to deal directly with the Government of Nunavut to ensure it has the resources to tackle these issues?

Mr. Speaker, again I rise to respond to this question. As the member pointed out, the staff were notified late last month exactly when the closure would happen, although they were notified that the closure would happen in 2014. The modernization of the centre has been a long-standing project that began in 2007, and the closure of the Comox station is the last one to be done. We are moving forward with that plan.

[Member spoke in Inuktitut][English]Mr. Speaker, my question is for the Prime Minister. Two communities in my riding have recently declared that they are in crisis. These declarations stem from the fact that there are too few mental health supports and an increased number of suicide attempts. Of the recent $118 million announced for first nations and Inuit mental health, Nunavut receives only $500,000 annually, despite the fact that the suicide rate is 10 times the national average. The current government has sent additional support to first nations communities in crisis. Will the government do the same for Inuit communities?

[Member spoke in Inuktitut][English]Mr. Speaker, the Minister of Indigenous Services will be aware that in my riding of Nunavut, there is not one mental health and addictions treatment facility. The need for such a facility has been well documented and is exemplified by the highest rates of suicide in the nation and alcohol and drug addiction. The Government of Nunavut has recognized this need and has identified it as a priority. The previous minister stated in the House that she had heard the call for a treatment centre and looked forward to moving forward with this work. Will the minister commit to funding this much-needed centre?

Mr. Speaker, with respect to another birthday, I am proud to rise today on the 54th birthday of the Canadian Coast Guard. I would like to take this opportunity to wish all of the dedicated women and men of the Canadian Coast Guard a happy birthday.I want to reassure the member and the public, as I did yesterday, that at the moment the Kathryn Spirit is not discharging any pollutants. I have and will be working with my colleague and seatmate, the Minister of Transport, to assess the situation and we will develop plans as we move forward.

Mr. Speaker, we value our relationship with the B.C. government and with all provincial governments, our partners. We will work with them to address any issues that come forward, and deal with them appropriately.

Mr. Speaker, my question is for the Prime Minister. On February 9, the Prime Minister, along with the Minister of Indigenous and Northern Affairs, the Minister of Health, and the Minister of Families, Children and Social Development had the great pleasure of visiting my riding of Nunavut. When there, the Prime Minister signed a declaration with Inuit Nunangat leadership to create the Inuit-Crown partnership committee. Inuit are eager to hear how this committee will change the way the federal government engages with them, and what tangible benefits we can expect from it.

Mr. Speaker, I hope members will forgive me if I seem nervous, but I have some little eyes watching me today.I would like to assure the member that I have appointed a working group which has met. The Coast Guard has presented options to the group. The group will be meeting again to come up with some options to best deal with the situation once and for all.

Mr. Speaker, marine safety is the top priority of the Canadian Coast Guard. Through modern technology, we have been able to ensure that no communication gaps will be in place and we will still maintain that safety.

Mr. Speaker, I would like to reiterate that the Canadian Coast Guard's top priority is the safety of mariners, to make sure there is communication between vessels, and to monitor that safety is there. The technology we have included in the new system guarantees that safety, and it will always be there.

Mr. Speaker, I would like to thank the member for her continuous efforts with respect to this file. We are dealing with an important matter. As she knows, at my directive, a working group was established to look at this issue. A discussion paper will be done this month and the mid-term report will follow next month. I believe we have everyone working together. That means we are on the right track. All parties are committed to finding a permanent solution. I am proud to say that the Government of Canada has been leading this effort.

[Member spoke in Inuktitut][English]Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs. As I mentioned in my statement, the submission for the draft Nunavut land use plan is fast approaching. The minister has received a letter from the Nunavut Association of Municipalities requesting assistance to ensure that all 25 communities can participate and provide effective and meaningful input into a territorial land use plan. Will the minister commit to working with the Nunavut Association of Municipalities so that all Nunavut communities are heard and their views considered for this very important plan?

Mr. Speaker, I am very pleased that the Standing Committee on Fisheries and Oceans has recognized that marine safety remains a top priority, even with the consolidation of Comox. I am in receipt of the letter that the member referenced, and I would like to quote from it. The Minister of State for Emergency Preparedness said: The Province values the cooperative and beneficial relationship we have with the Canadian Coast Guard and its staff who work hard to keep our residents and waterways safe.

Madam Speaker, my question is for the Minister of Infrastructure and Communities. As highlighted in Mary Simon's recent report, there is a great need to develop criteria for Arctic infrastructure projects that reflect the uniqueness of the north. Improving water and waste water management systems is an urgent infrastructure need that is important for the well-being and prosperity of Nunavut communities.The minister recently visited Iqaluit and Pangnirtung, and I was very pleased to join him in Iqaluit for an important funding announcement. Can the minister inform the House of the government's infrastructure investments in Nunavut?

Mr. Speaker, my question is for the Prime Minister.His apology for abuse suffered 70 years ago by Inuit TB patients was appreciated.Today the rate of TB among Inuit is 290 times that of non-indigenous Canadians, and we know why. A severe shortage of housing creates overcrowding and that is a major cause of TB in Nunavut.Previously announced funding, although sounding good, does not even provide for two houses per community per year. Will he commit to action today and provide adequate funding to alleviate this severe housing crisis and make a real difference?

Mr. Speaker, as part of the Canadian Coast Guard's multi-year maintenance plan, PSPC issued an advance contract award notice to Davie shipyard to enter the Louis S. St-Laurent into dry dock for a retrofit and life-extension work.Due to lack of available space at the Davie shipyard, the contract has been deferred until next year. That will ensure that this iconic vessel of the Coast Guard will be able to participate in the United Nations Convention on the Law of the Sea program taking place in the Arctic this summer.

Mr. Speaker, I am aware of the temporary outage that happened in Prince Rupert. I want to assure all members, including the member herself, that the outage had nothing to do with the modernization of our MCTS systems. The outage was caused by a third-party landline. By the way, Comox has virtually no overlapping coverage in this sector, and it was not a factor in the situation at all.

Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs.The government has committed to improving food security in the north. However, the nutrition north program continues to fail us. The rate of food insecurity in Nunavut is more than four times the national average. The government has stated that the program will be “more transparent, cost effective, and culturally appropriate”.When will Nunavummiut see these changes? Would the minister be willing to consider pilot projects to help her address these program issues?

Mr. Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs.Kivalliq Hall was a boarding school in my home town of Rankin Inlet. The Nunavut Court of Justice has recently ruled that Kivalliq Hall met the requirements to be considered a residential school. The federal government is now appealing this court decision. I am confused, and so are those affected, because the minister has recently stated, “the best way to address outstanding issues and achieve reconciliation...is through negotiation and dialogue rather than litigation.” Why is the federal government taking this back to court?

Mr. Speaker, the Canadian Coast Guard, as I have mentioned before, has modernized its marine communications and traffic services centres with 21st century equipment. The equipment had not been replaced in over 30 years. It is like moving from a dial phone to a smart phone. This new technology is more reliable and is helping Coast Guard officials deliver critical safety services more efficiently.

Qujannamiik uqaqti. Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs.Yesterday I had the pleasure of visiting the Society of Saint Vincent de Paul in the riding of Kanata—Carleton. I was happy to donate to the society's north of 60 project, which is a national initiative aimed at providing food, supplies, and other goods to northern communities, including five communities in Nunavut.While Nunavummiut are thankful for such generosity, they are also eager to see what changes have been made to the nutrition north program. Can the minister update the House on when Nunavummiut can expect the changes to be made?

Madam Speaker, I wish a happy Friday to everybody.I would like to thank the member for her question, and I could not agree with her more; it was an issue that was totally ignored by the previous government. I would like to inform the member and this House that actually yesterday I signed off on a whole bunch of those things, and we are addressing the backlog that is there.

Mr. Speaker, as I said before, the Coast Guard has modernized its marine communications and traffic services centres with 21st century equipment. I have visited these centres and have seen first hand these new systems that have replaced the 30-year-old technology. Members of the Coast Guard staff are highly trained, highly skilled, and they need the right tools to do their jobs.

Mr. Speaker, we know how important sockeye salmon is to British Columbians. That is why we committed to acting on the recommendations of the Cohen commission. I have met with Justice Cohen as well as the Fraser River Aboriginal Fisheries Secretariat and other key experts and stakeholders in the area. Many of those recommendations have already been implemented and we are in the process of developing ways to move forward on the remaining ones. I am confident that working together we will be able to restore the sockeye salmon stock in the Fraser River.

Mr. Speaker, we have invested in new technology. It is like I said last week, switching from a dial phone to a smartphone. This technology is exactly what my staff members need in those centres to keep people safe. They have the training and the ability to do it. Now they have the equipment as well.

Mr. Speaker, my question is for the Prime Minister. The Prime Minister's speech to the UN General Assembly stressed the humiliation, neglect, and abuse that many indigenous people have suffered as a result of colonialism in Canada. The trauma experienced by those of us who attended residential schools has resulted in transgenerational addiction and mental health issues in Nunavut. These issues have contributed and continue to contribute to a suicide rate in Nunavut that is 10 times the national average. Can the Prime Minister inform the House of the government's plan to address this crisis?

Mr. Speaker, I do understand the importance of the shrimp fishery to those who depend on it. We committed to review the last in first out policy. I have appointed a ministerial advisory panel. I can assure the member it is an independent panel. Members of that panel were appointed, and names were requested from both sides of the industry, and they are on there. It will be an independent panel. I look forward to the great work it is going to do.

Mr. Speaker, my question is for the Minister of Environment and Climate Change.The Minister of Agriculture indicated recently that farmers had received carbon pricing exemptions for on-farm use of diesel fuel and gasoline, no doubt because the government recognized the undue hardship this would cause. The minister is aware of Nunavut's negligible carbon footprint and unique circumstances, and has seen first-hand the hardship Nunavummiut face. The Government of Nunavut has requested carbon pricing exemptions for transportation, power generation, and home heating fuel. Will the minister grant these exemptions?

Mr. Speaker, as I have said many times, the Canadian Coast Guard has modernized its Marine Communications and Traffic Services centre with 21st century technology. We are moving forward with that plan, the equipment is working, and the committee members will do their work, and I am sure they will come to the same conclusions that we have, that the system is working and the coverage is exactly the same as it was before.

Mr. Speaker, my question is for the Minister of Indigenous Services. I have been proud to fight for the funding announced last fall for an addictions and trauma treatment centre for Nunavut. However, there are no youth-specific facilities in Nunavut. Our youth face long delays and often have to leave the territory for mental health treatment, if they are lucky. “Our Minds Matter”, a report issued by Nunavut's children and youth representative, states that our youth have rightly judged the current system to be inadequate and failing to meet their needs. Will the minister listen to the voices of our youth and give them access to the mental health services and supports they need and have a right to in their own territory?

Mr. Speaker, [member spoke in an indigenous language].My question is for the Minister of Fisheries and Oceans and the Canadian Coast Guard. In 1993, the Canadian government made a commitment to supplement the Nunavut agreement with more detailed legislation on Nunavut fisheries regulations. Nunavut Tunngavik Inc. submitted draft Nunavut fisheries regulations to the department in 2013 and presented them again in 2015.Unfortunately, progress has been slow. Will the minister commit to working collaboratively with NTI to finally develop relevant Nunavut fisheries regulations?

[Member spoke in Inuktitut] [English] Mr. Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs. The Nunavut Planning Commission is audited annually, yet over the past three years it has been subjected to two additional audits at the direction of the implementation branch, all of which consumes valuable time and resources. It has been reported that the most recent audit again gave the commission a clean bill of health, and concluded that it was underfunded.Given this conclusion, will the minister instruct her bureaucrats to stop wasting resources, increase the funding, and let the commission get on with its very important work?

Mr. Speaker, I think one of the main priorities and mandates of the Canadian Coast Guard is to protect our marine environment. I want to take this opportunity to assure the member, all members of this House, and the public that the Kathryn Spirit is not discharging any pollutants. In fact, the Quebec ministry of environment has confirmed that there is no risk of contamination. We will continue to work with our partners to mitigate any risks that fall within our jurisdiction.

Qujannamiik uqaqti. Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs.In March, the new Shared Arctic Leadership Model report was released by the minister's special representative. This report highlights, and offers several recommendations, and places emphasis on the need for improved northern education, infrastructure, and conservation.I share her concerns regarding the current status of the north and wholeheartedly support her view on how to shape sustainable and healthy northern communities.Has the government accepted the report's recommendations? What actions are being taken to implement them?

Qujannamiik uqaqti. Mr. Speaker, my question is for the Parliamentary Secretary to the Minister of Infrastructure and Communities, who is wearing an awesome tie. Community leaders of the Kivalliq region of Nunavut and northern Manitoba make up the Hudson Bay Regional Round Table. They have been exploring the possibility of constructing an all-weather road, complete with hydro and fibre optic infrastructure, to supply their regions respectively. My question is this. Would the feasibility study for this project qualify for funding under any or all of the following: the national trade corridor fund, the Arctic energy fund, and/or the connect to innovate fund?

Mr. Speaker, my question is for the Minister of Environment and Climate Change.Lancaster Sound represents one of the most pristine and richest wildlife areas in the world. Its addition to Canada's national marine conservation areas is long overdue.Last year, the minister received a detailed report from the Qikiqtani Inuit Association. The report outlined recommendations for larger conservation boundaries based on community consultations and Inuit traditional knowledge. Will the minister ensure Inuit traditional knowledge is included in the plan, and when can we expect it to be finalized?

Mr. Speaker, my question is for the Minister of Fisheries, Oceans and the Canadian Coast Guard. The effective Atlantic and Pacific integrated commercial fisheries initiatives have enabled self-reliant indigenous commercial fisheries, benefiting first nations communities on Canada's east and west coast. Implementing this program in Nunavut would generate economic growth and benefit Inuit communities on our nation's northern coast. Will the minister make this initiative a national program and ensure long-term financial certainty by permanently including this program in the departmental budget?

Mr. Speaker, as the member pointed out, at the end of the day today, Victoria will be delivering the services that were previously offered at Comox. I have full confidence that the Coast Guard will be able to continue to provide a full set of essential services at the location.I would also like to take this opportunity to thank the employees. I know consolidation has created challenges for them. I would like to personally thank the individuals who chose to stay on and relocate to another location. I would also like to thank the members who chose to leave for—

Mr. Speaker, my question is for the Minister of Families, Children and Social Development.Canadians would be horrified and embarrassed to see the third world conditions that many people in Nunavut are living in. Our housing shortage has reached a crisis point. Overcrowding is contributing to high rates of youth suicide and tuberculosis. The housing allocation in the last budget does not even begin to address the current crisis or meet the annual labour force growth. Will the minister immediately increase funding to alleviate this crisis and work with the Government of Nunavut on an appropriate allocation for the 2019 budget?

Mr. Speaker, as the member knows and we agree, the Fisheries Act is an essential tool to support conservation and protection of fish and fish habitat and the sustainability of fisheries. I take very seriously my mandate to restore the lost protections of the Fisheries Act and look forward to consulting with scientists, environmentalists, and indigenous people in finding the best path forward to safeguard our oceans and waterways. We are currently looking at options to move forward. I want to assure the member and everyone that we will do it and we will do it right.

Qujannamiik uqaqti, Mr. Speaker. My question is for the Minister of Crown-Indigenous Relations and Northern Affairs. Since last fall, I have visited 23 of Nunavut's 25 communities. I had the opportunity to talk to many of my constituents face to face. What I heard unanimously were concerns about the nutrition north program. Since the release of the “What we heard” report five months ago, people in my riding have been patiently waiting for the changes recommended in the report. Can the minister inform the House when Nunavummiut can finally expect these changes to be implemented? Qujannamiik uqaqti.

Mr. Speaker, my question is for the Minister of Environment and Climate Change.The Government of Nunavut has asked for exemptions from the carbon tax in three areas: transportation fuel, home heating fuel and fuel for power generation. Last spring, the minister recognized the unique circumstances of life in Nunavut and granted an exemption for aviation fuel, and I thank her for that. However, my constituents are double taxed on the others, once at source and again at point of sale.Will the minister now do the right thing and grant exemptions on fuel for home heating and power generation in Nunavut?

Mr. Speaker, [Member spoke in Inuktitut] My question is for the Minister of Fisheries, Oceans and the Canadian Coast Guard.The Government of Canada has recently recognized the importance and potential of the Arctic region, a region that contains my entire riding. I have had numerous conversations with the minister and have spoken to many of my constituents about the great need for an increased departmental presence in Nunavut.I applaud the minister's recent announcement to build an inland rescue boat station in my hometown of Rankin Inlet. Will the minister consider taking further steps to increase and strengthen departmental presence in Nunavut?

Mr. Speaker, my question is for the Minister of Intergovernmental and Northern Affairs and Internal Trade. It was recently announced that the long-awaited Arctic and northern policy framework may finally be ready for release in June. Past actions by the government affecting indigenous people, like the Indigenous Languages Act and the draft indigenous child welfare act, have been more showpiece than substance, more buzzwords than actual impact. Will the minister assure the House that this new policy framework will actually have the teeth to effect meaningful change?

Mr. Speaker, it looks as if on Friday, today, we have found another fan of the book Something from Nothing. As minister, I and my team held many meetings with stakeholders on issues related to my mandate. The individual the member is talking about was a fine public servant at the time in my department and attended these meetings as my acting chief of staff. He was doing his job. He did it well. All the rules were followed. The system works.

Mr. Speaker, [Member spoke in Inuktitut][English]My question is for the Prime Minister. His government has refused to include the Government of Nunavut as a signatory to two Dene treaties. These treaties will infringe on and limit the territorial government's legislative authority. Observer status just does not cut it. The Government of Nunavut has to be a full participant. As the premier has said, the Government of Canada cannot simply shove this agreement down Nunavummiut's throat. This is unprecedented.Will the Prime Minister tell this House why his government has excluded the Government of Nunavut as a signatory to these important treaties?

Qujannamiik Uqaqti, Mr. Speaker. My question is for the Minister of Crown-Indigenous Relations and Northern Affairs.The “What we heard” report on the nutrition north program was released eight months ago. Since that time, I have asked the minister on numerous occasions when Nunavummiut can expect the much-needed culturally relevant changes to the program. When I asked the same question on May 5, the response was that the launch of the new program would be “very soon”. My constituents are growing impatient.My question again is, when can Nunavummiut expect these much-needed changes?

[Member spoke in aboriginal language][English]Mr. Speaker, my question is for the Minister of Finance. The government is committed to making real progress on issues most important to indigenous peoples, including education. Targeted investments in first nations education have been made to ensure a brighter future for first nations children. Nunavut currently has the lowest graduation rate in the country, with only 35% of students graduating. This is 50% lower than the national average. How and when will similar targeted investments be made for Inuit education in Nunavut?

Mr. Speaker, the member opposite seems to be a fan of Phoebe Gilman's book, Something from Nothing. In the first 100 days of my mandate, I was very busy. I travelled from coast to coast to coast and had meetings with many key stakeholders. These individuals included provincial and territorial ministers, indigenous leaders, conservation and fisheries stakeholders, as well as industry. At the time of the these meetings, this fine individual was a public servant from my department and was attending these meetings as my acting chief of—

Madam Speaker, my question is for the Minister of Environment and Climate Change. While travelling my riding, constituents have expressed concern about carbon pricing and how it will increase our already high cost of living. The minister is aware that Nunavut is totally reliant on fossil fuels. Despite this, Nunavut's carbon footprint is only one-tenth of one per cent of Canada's carbon footprint. The Government of Canada has committed to designing a solution that accounts for our unique nature when developing carbon pricing exemptions and regulations. My question is, are there specific exemptions and regulations being developed for Nunavut?

Mr. Speaker, when that vessel was reported, the Coast Guard was deployed to respond to a pollution threat by the Silver King. It began pumping water from the vessel and concluded that the vessel was no longer seaworthy and was beyond repair. It moved the vessel to a different location, and prior to deconstruction scheduled for later this month, the vessel will be cleaned and hazardous materials and potential pollutants will be removed.

Mr. Speaker, my question is for the Minister of Finance.The current funding formula for Nunavut falls short, making it difficult for the territorial government to adequately provide basic services. I have raised this concern on numerous occasions, and for good reason. Just look at the stats: only 35% of students graduate high school, the suicide rate is ten times the national average, and the core housing need is three times the national rate, and there are many more.Will the minister commit to working with the territorial government to adjust the formula to more of a needs-based approach?

Mr. Speaker, the government has committed to addressing housing, infrastructure, health care, education, and connectivity in Métis and Inuit communities. The minister is aware of the great need for this investment in Nunavut. To date, first nations on reserve have been the recipients of this much-needed funding.I would like to ask the minister how and when this funding will flow to other aboriginal groups, especially for Nunavut. Will this funding be done on a needs-based approach or continue with the woefully inadequate per capita system that continues to fail us?

Madam Speaker, Canada health transfers provide long-term, predictable funding for provinces and territories and are meant to ensure the universality and accessibility of health care for all Canadians. However, the per capita allocation of this funding does not account for Nunavut's unique regional and infrastructure realities, making it completely inadequate.Will the Minister of Health commit to addressing this inadequacy and adjust this dated system to ensure that Nunavummiut have the same level of service that all other Canadians enjoy?
