Mr. Speaker, I find it very ironic that just yesterday all members of Parliament stood together at an important event and I stood up and said that all members of the House who are sitting and standing there support the military. To hear this in the House is actually quite insulting, to be honest. I personally met with the member, so I do not think we need to get down to this level of question. I would be happy to meet with the member personally and explain in detail. I have opened up the department for briefings and have met personally with them. I would just like to stop this whole thing. Every member in the House supports our military. Let us not play this ridiculous game.

Mr. Speaker, inappropriate sexual behaviour of any kind is completely unacceptable and will not be tolerated in the Canadian Armed Forces. Our investigators now have better training. We will provide more support to victims. Furthermore, career action is being taken against perpetrators and extensive training has been provided to prosecutors on sexual misconduct prosecutions. We will not stop until sexual misconduct is stomped out of the Canadian Armed Forces.

Mr. Speaker, I think we can agree that ISIL is a horrible threat. However, we have a difference of opinion on how we will achieve the defeat of this horrible entity. In order to do this, and from our experience, it will have to happen on the ground. To achieve the outcome, we need to train Iraqi security forces and ensure they have the right intelligence to create the right plan; hence, the reason we have tripled our trainers and doubled the intelligence. I hope the opposition votes with us and supports our plan.

Mr. Speaker, when it comes to air strikes, that is one tool in the toolbox in taking the fight to ISIS. We need to ensure that we look at all of the capabilities when we assess the situation, because if we do not and we come up with a knee-jerk reaction plan, we will not be effective. As the Minister of National Defence, I want to ensure that when we propose the right option that it will be effective and it will take the fight to ISIS like we want it to.

Mr. Speaker, the current situation in Iraq is that ISIS is not completely on the run. There are pockets of enemy in Mosul and other places. This war against ISIS cannot be won from the air. Mr. Speaker, the previous government closed its eyes to the atrocities in Africa. It closed its eyes to the fight against disease, basically the root cause that causes the young folks to be radicalized and join those groups. We need to do our part. Mr. Speaker, I am glad the member opposite asked that question. Regarding an anti-armour capability, it should have been provided before the Liberal government was elected, when our ground troops went there in the first place. This capability was not there.I would also like to remind her that the reason we are putting this in is that in inclement weather, the air strikes cannot take place. If there is a threat that can only be taken care of by anti-armour capability, we need a portable system to do so, and that system is not in our inventory any more. This decision was made by the previous government and I am going to bring that capability back.

When I spoke with the ground force commander, the first question I asked was, “What do you need?” He said, “fatalities”. I am happy to sit with my critics and explain the reasons. But with an enemy, over one year, they get much smarter. The only way to target them is on the ground. This is the reason we have tripled our training mission and doubled our intelligence capacity.

Members of Parliament and senators no longer require ministerial approval in order to visit a military establishment. Requests are now only subject to the discretion of the base commander or a commanding officer. It is important for parliamentarians and senators to have unimpeded access to our military all across Canada.

We are constantly working to balance the requirement for openness and transparency while safeguarding information related to the security and defence of Canada. In the last fiscal year, the department received over 2,000 access to information requests and released over 200,000 pages of documents to the public. The classified documents were inadvertently released as a result of a human error. To avoid this in the future, we are reviewing this process to ensure that such a situation does not reoccur, and we continue to meet our legal obligations.

Mr. Speaker, we have increased our commitments to Iraq. We have always been working with our coalition partners in making sure we have the right adjustments, just as we did with the role 2 hospitals before the commencement of the operation in Mosul.Today, we announced our extension and also the revamped mission for Operation Artemis, our counterterrorism fight in the Indian Ocean, within that area. We will always be a credible partner with our coalition, making sure we have the right assets for our coalition partners to have the impact on the ground.

Mr. Speaker, my responsibility and our government's responsibility is to make sure that we look after our troops, to make sure they have all the appropriate tools and equipment. That is exactly what our defence policy is doing. It is making sure that we have a fully funded and rigorously costed policy that is going to look out into the next 20 years, a policy that is going to make sure they have all the right tools, a policy that is going to make sure that, when we send them out on missions, they have everything they need.
