My hometown produces an award-winning electric vehicle that we are proud to ship worldwide.The Prime Minister is undermining Canada's reputation when he allows hundreds of garbage containers of household waste, plastics and recyclables to be dumped to rot in other countries.When the Environment Minister was called out by the Philippines and Malaysia, the response to its own dumpster fire was that Canadian taxpayers now have to pay millions of dollars to pick up these companies' trash. The Prime Minister will not sign the Basel Convention Ban Amendment to stop companies from doing this.How many more countries will he allow to be his personal dumping destinations?

Mr. Speaker, Ontario Power Generation just released another report to try to justify its dangerous plan to bury and abandon nuclear waste next to the Great Lakes. These lakes are already under threat and attack by President Trump. They are a fragile ecosystem. The government has a duty to protect them. They are our freshwater source and home to a trillion-dollar industry. The U.S. Congress and U.S. Senate oppose this plan. Over 200 municipalities oppose this plan. Environmentalists, hunters, and anglers all advise to reject this plan. Who is the Liberals' adviser on this, Homer J. Simpson?

Mr. Speaker, the minister needs to meet with Canadians so he knows who it should work for. It is not the banks; it is Canadians. It is clear the banks are forcing their employees to sell products Canadians do not need and sign on to loans they cannot afford. Essentially, they are setting them up to fail.Guess what. The government has been lobbied by these banks hundreds of times. The government needs to force the banks to be honest with their clients. They need a moral compass. Canadians expect the finance minister to stand up for all Canadians and not just those at the top. Will the government force the banks to stop fleecing and scamming Canadians instead of caving to its lobbyist friends?

Mr. Speaker, the proposed sale of Norsat to China's Hytera has been botched by the government. This is a company that is accused of stealing intellectual property and is under investigation in the United States. The Liberals continue to mislead Canadians by saying a security review was done. That is simply not true. U.S. officials raised the alarm, experts in the field recommend a review, and the government has not said anything about protecting Canadian jobs here.Why is the government misleading Canadians instead of admitting what it should have done in the first place: order a formal security review and do its job?

Mr. Speaker, we learned that the finance minister and the big banks worked together to skew a report that proved banks had predatory practices and abused their own customers. Banks misled consumers by lying about credit card fees, mortgage rates and banking fees, to name a few.Instead of protecting consumers, the Liberals decided to protect the banks by editing the report and trying to cover up the truth. This is shameful. Canadians are tired of the Liberal government being an apologist for consumer abuse, manipulation and exploitation.The Minister of Public Safety bragged about fines and penalties. Does he actually have the courage to act on them?

Mr. Speaker, Canadians are gathering outside today's trade committee meetings in Vancouver, calling for the government to reject the TPP. They are not alone. Industry leaders from manufacturing and high tech have warned that this deal would be bad for Canadian businesses, and Nobel laureate, Joseph Stiglitz, called it the worst trade deal ever. The TPP would cost us 60,000 jobs and increase growing inequality. The Liberals are barrelling ahead with this job-killing trade deal. Why is the minister finishing the bad work of the Conservatives?

Mr. Speaker, it was at the last NAFTA talks that the Liberal government sold out our auto industry, so there is no trust to be gained there. In fact, the industry and workers have been calling for a national auto strategy for over two decades, and that has fallen on the deaf ears of both Conservatives and Liberals. What is clear about the situation now is that the Prime Minister has dedicated endless time and energy, and billions of dollars, to an idea nobody wanted, a 65-year-old leaky pipeline. Now the Trump administration is threatening to put tariffs on our auto sector and manufacturers. What specifically is the Prime Minister going to do for our auto sector and its workers?

Mr. Speaker, why is public shaming the most effective tool to get this Prime Minister to do the right thing?The Prime Minister knows organized criminals in India predicate on seniors, persons with disabilities and other Canadians with bogus Revenue Canada phone calls, swindling millions of their dollars. After more than 60,000 complaints, we finally have some action by the RCMP, which publicly admitted and acknowledged that the pressure finally led to some government action. Will the Prime Minister tell us how we will follow up to ensure that these calls stop and to make sure that Canadians are protected against organized criminals in India?

Mr. Speaker, that answer let the nation and a family down.Canadians are subjected to unfair Internet data overcharges, restrictions when switching Internet providers and misleading aggressive telecom practices. The CRTC says it wants to establish a consumer Internet code of conduct, but has failed to provide sufficient time for consumer groups and the public. The result is a boycotted and broken system. Consumer groups have been clear. They want an extension so they can participate. Why is the Prime Minister allowing the CRTC to make up a toothless code of conduct for consumers in Canada?

Mr. Speaker, Ontario Power Generation wants to dump abandoned radioactive nuclear waste next to the Great Lakes. It cannot say that this waste will not leak, nor has it considered any other options. Burying nuclear waste has a 100% failure rate. The last set of nuclear waste that was buried actually caught on fire.This madness has to stop and at the risk of the health and safety of future generations, including my daughter and many other youth who are visiting Ottawa today, we need to say no. This is on the minister's desk right now. Will the minister stop the plan to dump nuclear waste down a hole, walk away and leave it for future generations?

Mr. Speaker, with gas prices soaring, nothing protects Canadians from being gouged. A gas price monitoring agency was being established, until it was destroyed by the previous Conservative government. Meanwhile, Canadians keep getting ripped off. Gas pumps routinely charge people the wrong amount of money, but when Canadians pump their gas, they want to know what they are getting and that they are paying the correct amount of money. To make things worse, the pumps are rarely inspected. All the while, the industry racks up record profits and continues to get subsidies from the Liberals. Canadians are fed up. Why did the government not finally protect consumers and restore the price monitoring agency?

Mr. Speaker, last night the City of Windsor unanimously asked the federal government to partner on the crucial environmental property of Ojibway Shores. The property is currently under the stewardship of the Windsor Port Authority, which has threatened to destroy it by developing it as a commercial opportunity. This is not acceptable. My community will never allow it. We stopped them before and we will stop them again. We will not let this happen to this ecological treasure for all of Canada.Will the government show leadership on this environment and constructively work with the port authority and my community to make sure that we have a model of success? We need leadership now. Will the minister finally step up?

Mr. Speaker, Canada's inflation rate rose to 2% in January, the highest rate increase in more than two years. Gas prices were the biggest contributor to this raise. Even the Bank of Canada has noted that falling oil prices have not been matched by lower prices at the pump.The government has a role in preventing price fixing and collusion, so will the Liberals agree with our proposal for an oil and gas price ombudsman and a petroleum monitoring agency like they had before, so we can finally end this gouging at the pumps?

Mr. Speaker, thousands of Canadians have been receiving shakedown demands from Internet trolling companies using the notice and notice regime to make unsubstantiated allegations of Internet piracy. Canadians scared by the notice pay the demands without ever being found guilty. The minister has already acknowledged that these scare tactics have no force of law, but he needs to take real action. When will the government fix this by changing the regulations and stopping the shakedowns? If the Prime Minister does not know the answer or does not understand it, will he please defer to someone who does, because I want action for Canadians. They need it now.

Mr. Speaker, Lowe's has announced that it will be closing 31 stores across Canada, firing thousands of workers. The government was warned that this foreign takeover would reduce competition and close stores. The pattern was clear. Best Buy took over Future Shop. Workers were fired. Target took over Zellers. Workers were fired. Lowe's came after Rona. Workers were fired. Who green-lighted all this? It was the minister. Instead of plywood on shelves, now it is being used to be placed on the windows and doors of the stores. Could the minister explain why in the U.S., no one will lose a job from Lowe's closures, whereas the deal he cut for Canada has thousands of workers fired? Why is he the only one left with a job?

Madam Speaker, the CRTC has launched proceedings to create an Internet code of conduct to protect consumers.The problem is that without warning and little notice, it has put the public and experts on an impossible timeline to contribute meaningful input. Even worse, the CRTC is withholding crucial information to allow experts to do their job. The CRTC's irrational approach has become a debacle.Are the Liberals really serious about consumer protection, or is this process smoke and mirrors? Will the minister extend the deadline to allow the public and experts reasonable time to make submissions to the CRTC and ensure that a code of conduct is done properly?

Mr. Speaker, while the Prime Minister continues to celebrate the USMCA deal, Trump's unjustified tariffs on Canadian steel and aluminum are having devastating impacts for families in Canada. Canadian workers throughout the country are losing their livelihoods. In fact, workers at Sault Ste. Marie's Tenaris were immediately laid off after the U.S. implemented the tariffs. It is clear the Liberals never should have signed a deal without getting rid of these tariffs first, let alone for the Prime Minister to take a victory lap on the very backs of workers.Now that Mexico is demanding this fix, showing resolve and respect for its workers, will the government do at least the same for ours?

Mr. Speaker, Statistics Canada decided to suspend its plan to collect data on Canadians from their bank and credit records. The Liberals are telling Canadians that this was a pilot project when, in fact, this is entrenched in their own census policy. They knew this and were warned this new scheme would backfire. Instead, they appointed a chief census officer to do their dirty work, undermining the data collecting system and compromising policy. Now that the minister has failed to restore confidence in Statistics Canada, will he fix the problem? Yes, I will repeat this out of the House.

Mr. Speaker, Canada's out-of-date privacy laws are failing Canadians.Two recent privacy breaches shone a spotlight on the risk to Canadians. The University of Calgary paid $20,000 to buy back students' and faculty members' personal data after it was hacked, and we learned BlackBerry routinely shares customer information with no warrant and with no notifying those affected, including going overseas.Our privacy laws are not up to these challenges. When will the Liberal government stop putting privacy at risk and update Canada's weak privacy laws?

Mr. Speaker, when General Motors closed its Windsor plant, it shut the door on 100 years of workers' sweat, dedication and pride. Today, that site is a parking lot. Now Oshawa faces the same future. Canadians loaned billions to ensure GM kept good jobs in Canada and since then, the Liberals have done nothing. They even ignored their own auto czar who wanted them to act. Workers still do not know what the government's plan is to save our manufacturing industry. All talk and no action is worthless and cruel. What specifically will the Prime Minister do for the workers of Oshawa and their families? What specific action is he willing to take for these families in that community?

Mr. Speaker, the United Nations report on endangered species hits close to home in my riding, Windsor West.The Ojibway Shores, the last remaining stretch of natural shoreline on the Detroit River and home to over 160 species, has been at the centre of a battle to protect our environment. We stopped the clear-cutting of trees and dumping on this pristine piece of nature. I have asked the government many times to protect this public property, and all I have received is excuse after excuse, no real action. The UN was clear: Different choices get better results.Why will the Prime Minister not protect Ojibway Shores? Why is the real action zero?

Mr. Speaker, after Volkswagen was caught illegally falsifying emission tests and lying about the performance of its vehicles, U.S. regulators, senators, and Congress wasted no time taking it to task. Reports today say the case in the U.S. will be settled with fines, recalls, buybacks, and cash for consumers.However, Canada has no deal, as per usual. Even though tens of thousands of these vehicles are in our driveways, and on our highways and roads, why are Canadian consumers, once again, condemned as second-class citizens and the doormats of recall?

Madam Speaker, the Liberals' strategy is working so well that their incentive program actually excluded the only Canadian-built electric vehicle in Canada. We had to force the government to reverse that.The government talks about investing $6 billion over its tenure. Let us take a look at Detroit, one city alone. General Motors is investing $8 billion in Detroit; Ford, $1.5 billion; Fiat Chrysler, $4.5 billion. The age of innovation in auto is here. The government is nowhere in the game.Why is the Prime Minister so defeatist when it comes to manufacturing? When is he bringing his vision to fruition? We need a national auto strategy now.

Madam Speaker, Canadians are appalled to learn that Statistics Canada plans to access their detailed personal banking information. They were never consulted and did not consent. Like Apple or Facebook, the Liberal government is failing a fundamental principle of consent for privacy. Building a massive database of personal banking information without telling anyone is just wrong. This banking data breach is only the tip of the sphere of the new Liberal census Canada scheme. It is not a pilot project; it is the actual new regime the Liberals put in place.Will the government halt this data collection from running wild until it is investigated, there are consultations and consent is obtained?

Mr. Speaker, our border communities rely on shared medical services for urgent medical care in the United States. These life and death health emergencies include care for pregnant women, new mothers, and newborn infants at risk. Under the American travel ban, Canadians are at risk of dying in an ambulance waiting at the border. Can the Prime Minister assure us today that there will be no delay or no denial of these critical health emergencies, or will we wait for somebody to die?

Mr. Speaker, the reality is that the Liberals and the Prime Minister have shown their defeatist attitude on manufacturing from the start. In fact, the largest Liberal investment in the auto sector was a $525 million loan to Volkswagen for operations in the southern U.S. and Mexico. It is an absurd and reckless approach to Canadian taxpayers.What we do not need is a list of isolated one-off hail Mary agreements. Since 2002, companies, suppliers, and workers have all asked for a specific national auto strategy.When is the government going to table what that specifically means for Canadians, companies, and workers, and defend their jobs for a change?

Mr. Speaker, when General Motors announced the closure of the Oshawa plant, thousands of workers and their families were left twisting in the wind. The Prime Minister is siding with GM's corporate greed and not on the side of Canadians when he is all talk and no action. Oshawa auto workers have called on the Liberal government to not purchase GM vehicles not made in Canada for government procurement. The Prime Minister talks about supporting the workers. Here is a specific request on the table. Will he do what they have asked?

Mr. Speaker, we now have reports of two of Canada's largest banks saying that hackers have breached the private information of up to 90,000 Canadian consumers. This is just months after the data breaches at Uber, Equifax, and Bell Canada, which affected tens of thousands of Canadians and their private information.The European Union took action and implemented new data protection last week. What did the Liberal government do? Absolutely nothing. In fact, this government has not even followed through on basic recommendations. When will the Liberals take action to protect Canadian consumers with a digital bill of rights and stop letting these companies off the hook?

Mr. Speaker, under the Liberals, the auto industry has become a branch plant economy, with foreign interests controlling our workers' fate. If we look at Australia, with no plan or policy, its auto industry shed tens of thousands of jobs. It now has only one Australian working left, the current GM president of Canada, Mr. Hester, who declared Oshawa a done deal. Here is a not so fun fact. Mr. Hester resides in the U.S., and with the GM firings, Canada took a much higher percentage of job losses than the U.S. Will the minister call an emergency meeting with Oshawa stakeholders and find a solution or do they have to shoulder this burden alone?

Mr. Speaker, the USMCA is being undermined.U.S. Congress members are working to fix the deal to ensure provisions for environmental protections and lower-cost medicines. In response, the Liberals are trying to cut Congress at the knees by fast-tracking the deal, undermining its progress.Moments after the U.S. vice-president left Ottawa, President Trump imposed new tariffs on Mexico. Liberals made this concession-based deal with the trade-off being certainty from Trump. Now that Trump has undermined the only gain the Prime Minister could cling to, will the Liberals finally stop undermining Congress, which is trying to fix the deal for all of us?

Mr. Speaker, the Auditor General exposed that the government spent nearly $1 billion on its border programs, with no known results. Meanwhile, at the Blue Water Bridge, the government will not even come to the table after creating the first significant labour dispute in nearly 80 years of operation. Now, it is even hiring scabs and replacement workers, cracking down on families in Sarnia: a job well done. The result is that traffic is redirected, the roads are less safe, and there is lost revenue to a private American billionaire.Why is the government stiff-arming workers and families, putting public safety at risk, and increasing border conflict, instead of getting back to the table for the workers and their families?

Mr. Speaker, specific action from the current Liberal government to protect air passengers has been delayed and delayed. The minister talked about including an air passenger bill of rights in his legislation, but he never presented a plan. Instead, he wants to leave it to the airline industry. The safety and rights of passengers must be prioritized, which is the whole point. The NDP actually had amendments to protect customers and consumers right now. The Minister of Transport does not want to do his job. Will the Prime Minister now step in and side with passengers for a change?

Mr. Speaker, going from crisis to crisis is not a plan. It is not a strategy. It needs to be tabled right here in the House of Commons.The auto industry is concerned about what is happening right now, but the boating industry is bracing itself, because it is next. It is stuck in the crosshairs of escalating retaliation tactics being considered. Small businesses across Canada in the boating industry are feeling the heat, with rising prices and cancelled orders, not to mention the crippling impacts on jobs and tourism.Now the minister has decided to make the boating industry a trade pawn and expendable. What specifically is the government going to do for the boating industry, tourism, and the jobs those people--

Mr. Speaker, yesterday the minister bragged about saving a few executive jobs as Lowe's deep-sixed Canada's Rona. Meanwhile, Canadian front-line workers were not impressed by his “I feel your pain” offering, because U.S. workers get to keep their jobs whereas they are fired. Under the Investment Canada Act, the minister has the power to say no and to protect Rona workers and to stop store closures as part of the deal, but he took a pass. Now that we are in this mess, people are losing their livelihoods and communities are losing their stores. What is he going to do to fix it?

Mr. Speaker, today the President of the Treasury Board has been referring to the Liberal research bureau as if it is a credible source. Having known the member for 16 years in the chamber, I would ask him to please stop. It is simply not factual, and it is not believable.The reality is that former Liberal employee Christopher Wylie is part of this scandal, working with former Liberal leaders Dion and Ignatieff, and the current Prime Minister. The fact that Europe and the U.S. are investigating the Canadian content in this manipulation is embarrassing to all of us.Could the Prime Minister explain why the Liberals would even consider helping design and engineer a system that abuses democracy—

Mr. Speaker, 50 million Facebook users had their data harvested by a British company. We are not talking about a small attack. It is absolutely huge. The NDP has been pushing for better protection of Canadians' personal data for years, but the Liberals refuse to act.How many more cases will the Liberals wait for before protecting Canadians?

Mr. Speaker, the reality is that the government is letting the CRTC set the speeds and services on rural and remote communities, creating a second-class citizenship experience that will evolve in our country. In fact, the Liberals have endorsed that policy, even last week at committee when they could have challenged the CRTC.Instead, the Liberal policy is to give an antiquated system even more life, making sure that we are going to have two sets, one for urban communities and one for rural communities. The Liberals are institutionalizing this.When will the Liberals stop apologizing and put in equal service for all?

Mr. Speaker, last month the NDP secured a request to have General Motors CEO Mary Barra appear before committee to answer questions on the closure of the Oshawa plant. Instead, the Liberals cut a private deal to excuse her and now we get a lobbyist, and this is because the Prime Minister could not even get his own meeting. So much for not interfering with committees. Meanwhile, U.S. political pressure gets a new deal to extend plant operations and now Canada is left out in the cold. Why are the Liberals letting CEO Barra off the hook?Would the Prime Minister care to explain to Canadians his failures for Oshawa versus the workers of Detroit-Hamtramck, who are getting a new life on their jobs?

Mr. Speaker, in 2007, after NDP pressure, the previous Conservative government blocked the foreign takeover of Canadian satellite maker MDA. The sale was rejected to stop U.S. control of sensitive technology and information, but now the company has shifted to the U.S. control, under the Liberals' noses, without their making a difference right now.Just last week, the minister was actually musing about further weakening Canada's foreign takeover laws. Will the minister investigate to ensure that Canadian laws are being enforced, and will the Liberals close loopholes that threaten Canadian companies and investment by Canadians?

Mr. Speaker, it is not “all members”, because the Liberals have excluded women and persons with disabilities by their own purpose and intent.The Liberals and Conservatives' trade and economic policies have driven the Canadian auto industry from second to tenth in the world, costing tens of thousands of jobs. For more than a year, the Liberals have copied the Harper Conservatives at the expense of workers in Canada, with zero results. The Liberals now have a bailout from the auto workers and Unifor who, unlike the government, successfully negotiated a billion dollars' worth of new investment in Canada. The workers have done their job. When will the minister do his? If he is looking for jobs, they are right here. He just has to come and get them.

Mr. Speaker, the Liberals have failed to conduct crucial national security reviews of two sensitive takeovers by foreign companies. Now the Liberals have approved a Chinese takeover of a Montreal firm specializing in sensitive laser technology that is used to produce weaponry.The Conservatives blocked this same deal in 2015 after being warned that it jeopardized national security. Why would the Liberals refuse the previous government's decision and allow this dubious idea to take over and to proceed? What has changed, and how can they explain that to the Canadian public right now?

Mr. Speaker, Chrysler is investing $4.5 billion in Detroit, creating 6,000 jobs. GM is investing in Michigan, creating thousands of jobs. Meanwhile, GM Oshawa is closing, losing thousands of jobs. Windsor is losing jobs in the thousands, and in Brampton, hundreds of jobs. These automakers are investing in the future, just not here in Canada. The minister left $800 million in a fund from last year's budget while opportunity escaped and others beat him to a new, cleaner greener auto jobs plan.Will the minister finally turn around a losing record and make sure that the Windsor assembly plant has a new product?

Mr. Speaker, on the topic of consultations, without notice, my community learned from the American media that the Liberals approved the request of an American billionaire to give him a new expanded bridge between Canada and the United States in our community with zero consultations. This surprise announcement came amidst confusion and chaos surrounding the Gordie Howe international bridge project, a public crossing that is a complete free-for-all since Liberal patronage appointed a person who has cosy relationships with this U.S. billionaire, who has been incarcerated for contempt in the United States for a project there. Why is—

Mr. Speaker, I rise on a point of privilege with regard to alcohol and the use of substances at this place on Parliament Hill. I wrote to you on January 29th, 2018. Specifically, I asked for your intervention at the Board of Internal Economy to address the use of alcohol on Parliament Hill. There were four major components. I will not get into the full details, but they were to provide a more holistic approach and a more consistent approach to the use of alcohol on the Hill, similar to the Province of Ontario.In a response to me, you referred me to my House leader and it being raised at the Board of Internal Economy. I would like to thank all the House leaders for doing that. It has been discussed, and there has been some work in that regard. However, we are members who do not have a House leader with the ability to do so.Since that time, there have been several incidents on the Hill that show that there is some question with regard to activity and consistency with Ontario law and the use of alcohol on Parliament Hill. I would ask that you consider this a point of privilege in your intervention at the Board of Internal Economy. I believe that recent events show that perhaps an investigation of security, which is your responsibility, Mr. Speaker, would be appropriate at this particular juncture. I believe that this should be a safe workplace. I believe that the past practices of this place have required change, and it has not been easy to do so. Therefore, I ask, as a point of privilege, for safety, my ability to carry out my duties, and the security of this place, that you review the role of the Speaker with regard to the use of alcohol and the issues I identified in my previous letter to you and that you report back to this chamber. Again, there are members who do not have a House leader. I appreciate your attempts to deal with this issue. There is no doubt that the public and people who use this space do not need to be impeded, let alone members of Parliament, with regard to some of the things that take place that are inconsistent with provincial laws and certainly inconsistent with being a good place to work.

Mr. Speaker, Fiat Chrysler is investing $4.5 billion in Detroit, creating 6,500 jobs. I asked the minister to set up a task force to ensure that Canadian workers and Canadian companies could benefit from this next-generation investment. The minister has yet to respond. Instead, he slapped workers in the face by leaving out the Canadian-made electric Chrysler Pacifica from the vehicle incentive program in the Liberals' budget. The minister was forced to reverse the government's blunder, but we still need a new product to protect the Windsor workers and 1,500 jobs are on the line. What is the point of his $2-billion fund if he never uses it? Is there finally going to be some investment?

Mr. Speaker, a company owned by the Chinese government wants to take over Aecon, one of Canada's largest construction companies. This company's international record has been generously described as problematic. Time and again, the Liberals and the Conservatives have threatened Canada's sovereignty by allowing the sale of local assets to foreign investors with links to foreign governments. In my riding, Aecon is shortlisted to build Canada's top infrastructure project, the Gordie Howe International Bridge to the United States.What effects will this takeover have on the project? What does the United States think about Beijing controlling a company that runs the show on their soil?

Mr. Speaker, I just came from Washington, where Canada is being known for its concessions right now, and that is what that deal is about. The decline of the automotive sector, including General Motors' most recent cutthroat tactics, has become routine business in Canada. Under successive Liberal regimes, Canada has sunk to 10th in automotive manufacturing. With half a million jobs lost already, nothing seems to move the government to urgency.Yesterday, the Prime Minister said he is considering a plan despite being handed one a year ago by his automotive adviser, ironically funded by workers now being fired.Could the minister explain why the Prime Minister has done nothing over the past year—

Mr. Speaker, standing up for competition means some action from this minister, not words anymore.The fact of the matter is that the big three telecom companies have 90% of the market in Canada alone. Canadians are left paying some of the highest wireless prices anywhere in the world.This proposed takeover would mean greater concentration and less competition, as opposed to what the minister says.Will the industry minister promise that he will not rubber-stamp a takeover deal without specific protections for jobs and consumers? Will Canadian consumers be supported by a minister who will take specific action and timelines to protect them and their services?

Mr. Speaker, people in Windsor have fought for a long time for a new border crossing with the United States. Manufacturers, farmers, and those in other key sectors are left wondering whether the government will deliver the Gordie Howe international bridge border crossing on time. This means jobs and investment for Canada as this region accounts for 40% of the daily trade between Canada and the United States.My question is for the Prime Minister. His government has already missed two important deadlines for this crucial infrastructure. Could the Prime Minister confirm today that his government is on track to make this crossing happen by 2020? This is his opportunity to reassure the citizens and industries from manufacturing—

Mr. Speaker, Canadians are gathering outside today's trade committee meetings in Vancouver, calling for the government to reject the TPP. They are not alone. Industry leaders from manufacturing and high tech have warned that this deal would be bad for Canadian businesses, and Nobel laureate, Joseph Stiglitz, called it the worst trade deal ever. The TPP would cost us 60,000 jobs and increase growing inequality. The Liberals are barrelling ahead with this job-killing trade deal. Why is the minister finishing the bad work of the Conservatives?

Mr. Speaker, after Volkswagen was caught illegally falsifying emission tests and lying about the performance of its vehicles, U.S. regulators, senators, and Congress wasted no time taking it to task. Reports today say the case in the U.S. will be settled with fines, recalls, buybacks, and cash for consumers.However, Canada has no deal, as per usual. Even though tens of thousands of these vehicles are in our driveways, and on our highways and roads, why are Canadian consumers, once again, condemned as second-class citizens and the doormats of recall?

Mr. Speaker, yesterday the minister bragged about saving a few executive jobs as Lowe's deep-sixed Canada's Rona. Meanwhile, Canadian front-line workers were not impressed by his “I feel your pain” offering, because U.S. workers get to keep their jobs whereas they are fired. Under the Investment Canada Act, the minister has the power to say no and to protect Rona workers and to stop store closures as part of the deal, but he took a pass. Now that we are in this mess, people are losing their livelihoods and communities are losing their stores. What is he going to do to fix it?

Mr. Speaker, that answer let the nation and a family down.Canadians are subjected to unfair Internet data overcharges, restrictions when switching Internet providers and misleading aggressive telecom practices. The CRTC says it wants to establish a consumer Internet code of conduct, but has failed to provide sufficient time for consumer groups and the public. The result is a boycotted and broken system. Consumer groups have been clear. They want an extension so they can participate. Why is the Prime Minister allowing the CRTC to make up a toothless code of conduct for consumers in Canada?

Mr. Speaker, the reality is that the Liberals and the Prime Minister have shown their defeatist attitude on manufacturing from the start. In fact, the largest Liberal investment in the auto sector was a $525 million loan to Volkswagen for operations in the southern U.S. and Mexico. It is an absurd and reckless approach to Canadian taxpayers.What we do not need is a list of isolated one-off hail Mary agreements. Since 2002, companies, suppliers, and workers have all asked for a specific national auto strategy.When is the government going to table what that specifically means for Canadians, companies, and workers, and defend their jobs for a change?

Mr. Speaker, with gas prices soaring, nothing protects Canadians from being gouged. A gas price monitoring agency was being established, until it was destroyed by the previous Conservative government. Meanwhile, Canadians keep getting ripped off. Gas pumps routinely charge people the wrong amount of money, but when Canadians pump their gas, they want to know what they are getting and that they are paying the correct amount of money. To make things worse, the pumps are rarely inspected. All the while, the industry racks up record profits and continues to get subsidies from the Liberals. Canadians are fed up. Why did the government not finally protect consumers and restore the price monitoring agency?

Mr. Speaker, while the Prime Minister continues to celebrate the USMCA deal, Trump's unjustified tariffs on Canadian steel and aluminum are having devastating impacts for families in Canada. Canadian workers throughout the country are losing their livelihoods. In fact, workers at Sault Ste. Marie's Tenaris were immediately laid off after the U.S. implemented the tariffs. It is clear the Liberals never should have signed a deal without getting rid of these tariffs first, let alone for the Prime Minister to take a victory lap on the very backs of workers.Now that Mexico is demanding this fix, showing resolve and respect for its workers, will the government do at least the same for ours?

Mr. Speaker, Canada's out-of-date privacy laws are failing Canadians.Two recent privacy breaches shone a spotlight on the risk to Canadians. The University of Calgary paid $20,000 to buy back students' and faculty members' personal data after it was hacked, and we learned BlackBerry routinely shares customer information with no warrant and with no notifying those affected, including going overseas.Our privacy laws are not up to these challenges. When will the Liberal government stop putting privacy at risk and update Canada's weak privacy laws?

Mr. Speaker, Statistics Canada decided to suspend its plan to collect data on Canadians from their bank and credit records. The Liberals are telling Canadians that this was a pilot project when, in fact, this is entrenched in their own census policy. They knew this and were warned this new scheme would backfire. Instead, they appointed a chief census officer to do their dirty work, undermining the data collecting system and compromising policy. Now that the minister has failed to restore confidence in Statistics Canada, will he fix the problem? Yes, I will repeat this out of the House.

Madam Speaker, the CRTC has launched proceedings to create an Internet code of conduct to protect consumers.The problem is that without warning and little notice, it has put the public and experts on an impossible timeline to contribute meaningful input. Even worse, the CRTC is withholding crucial information to allow experts to do their job. The CRTC's irrational approach has become a debacle.Are the Liberals really serious about consumer protection, or is this process smoke and mirrors? Will the minister extend the deadline to allow the public and experts reasonable time to make submissions to the CRTC and ensure that a code of conduct is done properly?

Mr. Speaker, thousands of Canadians have been receiving shakedown demands from Internet trolling companies using the notice and notice regime to make unsubstantiated allegations of Internet piracy. Canadians scared by the notice pay the demands without ever being found guilty. The minister has already acknowledged that these scare tactics have no force of law, but he needs to take real action. When will the government fix this by changing the regulations and stopping the shakedowns? If the Prime Minister does not know the answer or does not understand it, will he please defer to someone who does, because I want action for Canadians. They need it now.

Mr. Speaker, Fiat Chrysler is investing $4.5 billion in Detroit, creating 6,500 jobs. I asked the minister to set up a task force to ensure that Canadian workers and Canadian companies could benefit from this next-generation investment. The minister has yet to respond. Instead, he slapped workers in the face by leaving out the Canadian-made electric Chrysler Pacifica from the vehicle incentive program in the Liberals' budget. The minister was forced to reverse the government's blunder, but we still need a new product to protect the Windsor workers and 1,500 jobs are on the line. What is the point of his $2-billion fund if he never uses it? Is there finally going to be some investment?

Madam Speaker, Canadians are appalled to learn that Statistics Canada plans to access their detailed personal banking information. They were never consulted and did not consent. Like Apple or Facebook, the Liberal government is failing a fundamental principle of consent for privacy. Building a massive database of personal banking information without telling anyone is just wrong. This banking data breach is only the tip of the sphere of the new Liberal census Canada scheme. It is not a pilot project; it is the actual new regime the Liberals put in place.Will the government halt this data collection from running wild until it is investigated, there are consultations and consent is obtained?

Mr. Speaker, the Liberals have failed to conduct crucial national security reviews of two sensitive takeovers by foreign companies. Now the Liberals have approved a Chinese takeover of a Montreal firm specializing in sensitive laser technology that is used to produce weaponry.The Conservatives blocked this same deal in 2015 after being warned that it jeopardized national security. Why would the Liberals refuse the previous government's decision and allow this dubious idea to take over and to proceed? What has changed, and how can they explain that to the Canadian public right now?

Mr. Speaker, when General Motors closed its Windsor plant, it shut the door on 100 years of workers' sweat, dedication and pride. Today, that site is a parking lot. Now Oshawa faces the same future. Canadians loaned billions to ensure GM kept good jobs in Canada and since then, the Liberals have done nothing. They even ignored their own auto czar who wanted them to act. Workers still do not know what the government's plan is to save our manufacturing industry. All talk and no action is worthless and cruel. What specifically will the Prime Minister do for the workers of Oshawa and their families? What specific action is he willing to take for these families in that community?

Mr. Speaker, it was at the last NAFTA talks that the Liberal government sold out our auto industry, so there is no trust to be gained there. In fact, the industry and workers have been calling for a national auto strategy for over two decades, and that has fallen on the deaf ears of both Conservatives and Liberals. What is clear about the situation now is that the Prime Minister has dedicated endless time and energy, and billions of dollars, to an idea nobody wanted, a 65-year-old leaky pipeline. Now the Trump administration is threatening to put tariffs on our auto sector and manufacturers. What specifically is the Prime Minister going to do for our auto sector and its workers?

Mr. Speaker, in 2007, after NDP pressure, the previous Conservative government blocked the foreign takeover of Canadian satellite maker MDA. The sale was rejected to stop U.S. control of sensitive technology and information, but now the company has shifted to the U.S. control, under the Liberals' noses, without their making a difference right now.Just last week, the minister was actually musing about further weakening Canada's foreign takeover laws. Will the minister investigate to ensure that Canadian laws are being enforced, and will the Liberals close loopholes that threaten Canadian companies and investment by Canadians?

Mr. Speaker, Canada's inflation rate rose to 2% in January, the highest rate increase in more than two years. Gas prices were the biggest contributor to this raise. Even the Bank of Canada has noted that falling oil prices have not been matched by lower prices at the pump.The government has a role in preventing price fixing and collusion, so will the Liberals agree with our proposal for an oil and gas price ombudsman and a petroleum monitoring agency like they had before, so we can finally end this gouging at the pumps?

Mr. Speaker, it is not “all members”, because the Liberals have excluded women and persons with disabilities by their own purpose and intent.The Liberals and Conservatives' trade and economic policies have driven the Canadian auto industry from second to tenth in the world, costing tens of thousands of jobs. For more than a year, the Liberals have copied the Harper Conservatives at the expense of workers in Canada, with zero results. The Liberals now have a bailout from the auto workers and Unifor who, unlike the government, successfully negotiated a billion dollars' worth of new investment in Canada. The workers have done their job. When will the minister do his? If he is looking for jobs, they are right here. He just has to come and get them.

Mr. Speaker, Canadians would like to take pride in our exports. My hometown produces an award-winning electric vehicle that we are proud to ship worldwide.The Prime Minister is undermining Canada's reputation when he allows hundreds of garbage containers of household waste, plastics and recyclables to be dumped to rot in other countries.When the Environment Minister was called out by the Philippines and Malaysia, the response to its own dumpster fire was that Canadian taxpayers now have to pay millions of dollars to pick up these companies' trash. The Prime Minister will not sign the Basel Convention Ban Amendment to stop companies from doing this.How many more countries will he allow to be his personal dumping destinations?

Mr. Speaker, the minister needs to meet with Canadians so he knows who it should work for. It is not the banks; it is Canadians. It is clear the banks are forcing their employees to sell products Canadians do not need and sign on to loans they cannot afford. Essentially, they are setting them up to fail.Guess what. The government has been lobbied by these banks hundreds of times. The government needs to force the banks to be honest with their clients. They need a moral compass. Canadians expect the finance minister to stand up for all Canadians and not just those at the top. Will the government force the banks to stop fleecing and scamming Canadians instead of caving to its lobbyist friends?

Mr. Speaker, 50 million Facebook users had their data harvested by a British company. We are not talking about a small attack. It is absolutely huge. The NDP has been pushing for better protection of Canadians' personal data for years, but the Liberals refuse to act.How many more cases will the Liberals wait for before protecting Canadians?

Mr. Speaker, why is public shaming the most effective tool to get this Prime Minister to do the right thing?The Prime Minister knows organized criminals in India predicate on seniors, persons with disabilities and other Canadians with bogus Revenue Canada phone calls, swindling millions of their dollars. After more than 60,000 complaints, we finally have some action by the RCMP, which publicly admitted and acknowledged that the pressure finally led to some government action. Will the Prime Minister tell us how we will follow up to ensure that these calls stop and to make sure that Canadians are protected against organized criminals in India?

Mr. Speaker, I rise on a point of privilege with regard to alcohol and the use of substances at this place on Parliament Hill. I wrote to you on January 29th, 2018. Specifically, I asked for your intervention at the Board of Internal Economy to address the use of alcohol on Parliament Hill. There were four major components. I will not get into the full details, but they were to provide a more holistic approach and a more consistent approach to the use of alcohol on the Hill, similar to the Province of Ontario.In a response to me, you referred me to my House leader and it being raised at the Board of Internal Economy. I would like to thank all the House leaders for doing that. It has been discussed, and there has been some work in that regard. However, we are members who do not have a House leader with the ability to do so.Since that time, there have been several incidents on the Hill that show that there is some question with regard to activity and consistency with Ontario law and the use of alcohol on Parliament Hill. I would ask that you consider this a point of privilege in your intervention at the Board of Internal Economy. I believe that recent events show that perhaps an investigation of security, which is your responsibility, Mr. Speaker, would be appropriate at this particular juncture. I believe that this should be a safe workplace. I believe that the past practices of this place have required change, and it has not been easy to do so. Therefore, I ask, as a point of privilege, for safety, my ability to carry out my duties, and the security of this place, that you review the role of the Speaker with regard to the use of alcohol and the issues I identified in my previous letter to you and that you report back to this chamber. Again, there are members who do not have a House leader. I appreciate your attempts to deal with this issue. There is no doubt that the public and people who use this space do not need to be impeded, let alone members of Parliament, with regard to some of the things that take place that are inconsistent with provincial laws and certainly inconsistent with being a good place to work.

Mr. Speaker, Lowe's has announced that it will be closing 31 stores across Canada, firing thousands of workers. The government was warned that this foreign takeover would reduce competition and close stores. The pattern was clear. Best Buy took over Future Shop. Workers were fired. Target took over Zellers. Workers were fired. Lowe's came after Rona. Workers were fired. Who green-lighted all this? It was the minister. Instead of plywood on shelves, now it is being used to be placed on the windows and doors of the stores. Could the minister explain why in the U.S., no one will lose a job from Lowe's closures, whereas the deal he cut for Canada has thousands of workers fired? Why is he the only one left with a job?

Mr. Speaker, the proposed sale of Norsat to China's Hytera has been botched by the government. This is a company that is accused of stealing intellectual property and is under investigation in the United States. The Liberals continue to mislead Canadians by saying a security review was done. That is simply not true. U.S. officials raised the alarm, experts in the field recommend a review, and the government has not said anything about protecting Canadian jobs here.Why is the government misleading Canadians instead of admitting what it should have done in the first place: order a formal security review and do its job?

Mr. Speaker, the reality is that the government is letting the CRTC set the speeds and services on rural and remote communities, creating a second-class citizenship experience that will evolve in our country. In fact, the Liberals have endorsed that policy, even last week at committee when they could have challenged the CRTC.Instead, the Liberal policy is to give an antiquated system even more life, making sure that we are going to have two sets, one for urban communities and one for rural communities. The Liberals are institutionalizing this.When will the Liberals stop apologizing and put in equal service for all?

Mr. Speaker, specific action from the current Liberal government to protect air passengers has been delayed and delayed. The minister talked about including an air passenger bill of rights in his legislation, but he never presented a plan. Instead, he wants to leave it to the airline industry. The safety and rights of passengers must be prioritized, which is the whole point. The NDP actually had amendments to protect customers and consumers right now. The Minister of Transport does not want to do his job. Will the Prime Minister now step in and side with passengers for a change?

Mr. Speaker, last night the City of Windsor unanimously asked the federal government to partner on the crucial environmental property of Ojibway Shores. The property is currently under the stewardship of the Windsor Port Authority, which has threatened to destroy it by developing it as a commercial opportunity. This is not acceptable. My community will never allow it. We stopped them before and we will stop them again. We will not let this happen to this ecological treasure for all of Canada.Will the government show leadership on this environment and constructively work with the port authority and my community to make sure that we have a model of success? We need leadership now. Will the minister finally step up?

Mr. Speaker, the United Nations report on endangered species hits close to home in my riding, Windsor West.The Ojibway Shores, the last remaining stretch of natural shoreline on the Detroit River and home to over 160 species, has been at the centre of a battle to protect our environment. We stopped the clear-cutting of trees and dumping on this pristine piece of nature. I have asked the government many times to protect this public property, and all I have received is excuse after excuse, no real action. The UN was clear: Different choices get better results.Why will the Prime Minister not protect Ojibway Shores? Why is the real action zero?

Mr. Speaker, Chrysler is investing $4.5 billion in Detroit, creating 6,000 jobs. GM is investing in Michigan, creating thousands of jobs. Meanwhile, GM Oshawa is closing, losing thousands of jobs. Windsor is losing jobs in the thousands, and in Brampton, hundreds of jobs. These automakers are investing in the future, just not here in Canada. The minister left $800 million in a fund from last year's budget while opportunity escaped and others beat him to a new, cleaner greener auto jobs plan.Will the minister finally turn around a losing record and make sure that the Windsor assembly plant has a new product?

Mr. Speaker, going from crisis to crisis is not a plan. It is not a strategy. It needs to be tabled right here in the House of Commons.The auto industry is concerned about what is happening right now, but the boating industry is bracing itself, because it is next. It is stuck in the crosshairs of escalating retaliation tactics being considered. Small businesses across Canada in the boating industry are feeling the heat, with rising prices and cancelled orders, not to mention the crippling impacts on jobs and tourism.Now the minister has decided to make the boating industry a trade pawn and expendable. What specifically is the government going to do for the boating industry, tourism, and the jobs those people--

Mr. Speaker, today the President of the Treasury Board has been referring to the Liberal research bureau as if it is a credible source. Having known the member for 16 years in the chamber, I would ask him to please stop. It is simply not factual, and it is not believable.The reality is that former Liberal employee Christopher Wylie is part of this scandal, working with former Liberal leaders Dion and Ignatieff, and the current Prime Minister. The fact that Europe and the U.S. are investigating the Canadian content in this manipulation is embarrassing to all of us.Could the Prime Minister explain why the Liberals would even consider helping design and engineer a system that abuses democracy—

Mr. Speaker, our border communities rely on shared medical services for urgent medical care in the United States. These life and death health emergencies include care for pregnant women, new mothers, and newborn infants at risk. Under the American travel ban, Canadians are at risk of dying in an ambulance waiting at the border. Can the Prime Minister assure us today that there will be no delay or no denial of these critical health emergencies, or will we wait for somebody to die?

Mr. Speaker, I just came from Washington, where Canada is being known for its concessions right now, and that is what that deal is about. The decline of the automotive sector, including General Motors' most recent cutthroat tactics, has become routine business in Canada. Under successive Liberal regimes, Canada has sunk to 10th in automotive manufacturing. With half a million jobs lost already, nothing seems to move the government to urgency.Yesterday, the Prime Minister said he is considering a plan despite being handed one a year ago by his automotive adviser, ironically funded by workers now being fired.Could the minister explain why the Prime Minister has done nothing over the past year—

Mr. Speaker, the Auditor General exposed that the government spent nearly $1 billion on its border programs, with no known results. Meanwhile, at the Blue Water Bridge, the government will not even come to the table after creating the first significant labour dispute in nearly 80 years of operation. Now, it is even hiring scabs and replacement workers, cracking down on families in Sarnia: a job well done. The result is that traffic is redirected, the roads are less safe, and there is lost revenue to a private American billionaire.Why is the government stiff-arming workers and families, putting public safety at risk, and increasing border conflict, instead of getting back to the table for the workers and their families?

Mr. Speaker, under the Liberals, the auto industry has become a branch plant economy, with foreign interests controlling our workers' fate. If we look at Australia, with no plan or policy, its auto industry shed tens of thousands of jobs. It now has only one Australian working left, the current GM president of Canada, Mr. Hester, who declared Oshawa a done deal. Here is a not so fun fact. Mr. Hester resides in the U.S., and with the GM firings, Canada took a much higher percentage of job losses than the U.S. Will the minister call an emergency meeting with Oshawa stakeholders and find a solution or do they have to shoulder this burden alone?

Mr. Speaker, a company owned by the Chinese government wants to take over Aecon, one of Canada's largest construction companies. This company's international record has been generously described as problematic. Time and again, the Liberals and the Conservatives have threatened Canada's sovereignty by allowing the sale of local assets to foreign investors with links to foreign governments. In my riding, Aecon is shortlisted to build Canada's top infrastructure project, the Gordie Howe International Bridge to the United States.What effects will this takeover have on the project? What does the United States think about Beijing controlling a company that runs the show on their soil?

Mr. Speaker, we now have reports of two of Canada's largest banks saying that hackers have breached the private information of up to 90,000 Canadian consumers. This is just months after the data breaches at Uber, Equifax, and Bell Canada, which affected tens of thousands of Canadians and their private information.The European Union took action and implemented new data protection last week. What did the Liberal government do? Absolutely nothing. In fact, this government has not even followed through on basic recommendations. When will the Liberals take action to protect Canadian consumers with a digital bill of rights and stop letting these companies off the hook?

Mr. Speaker, last month the NDP secured a request to have General Motors CEO Mary Barra appear before committee to answer questions on the closure of the Oshawa plant. Instead, the Liberals cut a private deal to excuse her and now we get a lobbyist, and this is because the Prime Minister could not even get his own meeting. So much for not interfering with committees. Meanwhile, U.S. political pressure gets a new deal to extend plant operations and now Canada is left out in the cold. Why are the Liberals letting CEO Barra off the hook?Would the Prime Minister care to explain to Canadians his failures for Oshawa versus the workers of Detroit-Hamtramck, who are getting a new life on their jobs?

Mr. Speaker, on the topic of consultations, without notice, my community learned from the American media that the Liberals approved the request of an American billionaire to give him a new expanded bridge between Canada and the United States in our community with zero consultations. This surprise announcement came amidst confusion and chaos surrounding the Gordie Howe international bridge project, a public crossing that is a complete free-for-all since Liberal patronage appointed a person who has cosy relationships with this U.S. billionaire, who has been incarcerated for contempt in the United States for a project there. Why is—

Mr. Speaker, the USMCA is being undermined.U.S. Congress members are working to fix the deal to ensure provisions for environmental protections and lower-cost medicines. In response, the Liberals are trying to cut Congress at the knees by fast-tracking the deal, undermining its progress.Moments after the U.S. vice-president left Ottawa, President Trump imposed new tariffs on Mexico. Liberals made this concession-based deal with the trade-off being certainty from Trump. Now that Trump has undermined the only gain the Prime Minister could cling to, will the Liberals finally stop undermining Congress, which is trying to fix the deal for all of us?

Mr. Speaker, standing up for competition means some action from this minister, not words anymore.The fact of the matter is that the big three telecom companies have 90% of the market in Canada alone. Canadians are left paying some of the highest wireless prices anywhere in the world.This proposed takeover would mean greater concentration and less competition, as opposed to what the minister says.Will the industry minister promise that he will not rubber-stamp a takeover deal without specific protections for jobs and consumers? Will Canadian consumers be supported by a minister who will take specific action and timelines to protect them and their services?

Madam Speaker, the Liberals' strategy is working so well that their incentive program actually excluded the only Canadian-built electric vehicle in Canada. We had to force the government to reverse that.The government talks about investing $6 billion over its tenure. Let us take a look at Detroit, one city alone. General Motors is investing $8 billion in Detroit; Ford, $1.5 billion; Fiat Chrysler, $4.5 billion. The age of innovation in auto is here. The government is nowhere in the game.Why is the Prime Minister so defeatist when it comes to manufacturing? When is he bringing his vision to fruition? We need a national auto strategy now.

Mr. Speaker, Ontario Power Generation wants to dump abandoned radioactive nuclear waste next to the Great Lakes. It cannot say that this waste will not leak, nor has it considered any other options. Burying nuclear waste has a 100% failure rate. The last set of nuclear waste that was buried actually caught on fire.This madness has to stop and at the risk of the health and safety of future generations, including my daughter and many other youth who are visiting Ottawa today, we need to say no. This is on the minister's desk right now. Will the minister stop the plan to dump nuclear waste down a hole, walk away and leave it for future generations?
