Charges for serious crimes are being stayed or withdrawn because of a lack of resources, and yet the Prime Minister is fine with overloading the justice system with possession charges. Mr. Speaker, earlier this year, in one of the most shocking and disturbing cases ever witnessed, B.C. SPCA officers attempted to rescue a severely emaciated dog standing in a pile of mud and feces. The collar was embedded in his neck causing his head to swell to almost three times its normal size. When the collar was removed, it exposed an infected wound showing the dog's trachea and jugular vein. This case of animal cruelty has profoundly impacted my community. In 2016, the Minister of Justice made a commitment to review the animal cruelty provisions of the Criminal Code. When will she honour that commitment?

Mr. Speaker, the Cowichan River in my riding is a designated heritage river with significant cultural and historical importance to the Cowichan people. Climate change is causing unprecedented dry springs and summers, and river water flows frequently reach critically low levels, endangering fish and fish habitat. The Liberals promised to protect our communities from climate change with investments in green infrastructure. The salmon that depend on the Cowichan River need strong federal leadership. Will the Minister of Fisheries and Oceans commit in the House today to provide federal funds for raising the Cowichan weir?

Mr. Speaker, last week the Prime Minister was asked by an American journalist about our supply management system. He said “We were moving towards flexibility in those areas that I thought was very, very promising”. Last week the U.S. agriculture secretary said that the Canadian government offered to allow in more surplus U.S. dairy imports as a part of NAFTA renegotiations. We need a clear answer. Mr. Speaker, Canada is party to three international treaties that outlaw the legalization of marijuana. In order to withdraw from these treaties, Canada must provide one year's notice to the other signatories. If the government plans to legalize marijuana by July 1, 2018, then we need to withdraw from these treaties by July 1 of this year, or risk not being able to legalize until 2019 at the earliest. Will the Prime Minister commit to withdrawing from these treaties before the July 1 deadline?

As we all know in the House, our canola producers are going through a lot of hardship right now. I hope, because the House has not yet had a chance to voice its opinion on this matter, that all members in the House will join me in giving support to the following motion: That, in the opinion of the House, the government recognize the importance and value of canola as an agricultural crop and do everything in its power to resolve the current trade dispute with China, including (a) ensuring all agricultural business-risk management programs are reviewed and made adaptable to the needs of producers who are suffering because of loss-of-market access; (b) using all diplomatic channels available with the Government of China to press for a speedy resolution; (c) reviewing Canada's current trade deficit with China to ensure we are safeguarding current and future jobs by using all fiscal, legal and other trade options available at Canada's disposal; and (d) diversifying our canola export market.

Mr. Speaker, the question was regarding the mental health challenges study the agriculture committee is currently engaged in. It is ongoing, and the question was regarding future meetings. From my understanding of the schedule of that standing committee, of which I am the second vice-chair, we have at least two more meetings regarding this particular study. I was referencing what had happened in the past, yes. However, do I expect more answers to fall in line with what we have heard in witness testimony? Absolutely. My answer was completely in recognition of those facts and what I expect to hear from witnesses in the future.

Madam Speaker, as the vice-chair of the Standing Committee on Justice and Human Rights, I would like to thank the member for Hamilton Centre for his continuous work in bringing transparency and accountability to the House.He is correct. Bill S-201 is an important bill, intended to protect Canadians against unfair treatment by insurance companies based on their genetic information. To answer his question, the justice committee held five meetings and heard from 28 witnesses. The overwhelming testimony was in support of the current draft of the legislation, and the committee itself reported the bill back without amendment.

Mr. Speaker, the Prime Minister says the law is the law, but really it depends on who one knows. Since the Liberals were elected, more than 15,000 Canadians have received charges for possession of marijuana, even though the Liberals have promised to legalize the substance. These charges disproportionately affect young people in marginalized communities, people of colour, indigenous people, and the poor. If one comes from privilege, as the Prime Minister said, one can make the charges “go away”. Why are the Liberals continuing the unfair criminalization of some of the most marginalized groups in our society?

Mr. Speaker, not only have the Liberals left women behind with their new CPP legislation, but seniors everywhere are still waiting for the Liberals to deliver on their promise of a new seniors price index. Here we are in November and the Liberals have failed to come through with their promise of a better way to index old age security and guaranteed income supplement benefits.
